The Vendor is required to provide a full service commissary solution meaning the contractor shall be responsible for the entire commissary service which may include collection on inmate orders (electronically), warehousing product, filling orders, delivery of orders to inmates, handling of refunds, accounting of transactions through the inmate banking solution, and responding to commissary related grievances.
- Provide all hardware, software, installation materials and labor, implementation services and training required to provide service, support and management of daily operations.
- Operating Requirements:
• Contractor shall be responsible for the return, restocking, and refund of orders by an inmate who is released prior to receiving their order.
• Agency shall have the ability to set spending limits and product restrictions within the commissary system for individual inmates and/or groups of inmates based on security classification status, housing location, medical requirements, and/or disciplinary restrictions.
• commissary products shall include personal hygiene products, writing materials, games, snacks, candies, over-the-counter (non-prescription) medicines, a limited clothing selection, and ethnic products (i.e. magic shave, bump free). Note: the sale of metered, postage paid envelopes will be non-commissioned.
• All items shall be made of unbreakable materials.
• No consumable products shall contain alcohol (i.e. mouthwash, etc.).
• Food items shall be wrapped or packaged and freshness-dated for consumption.
- Banking Services Requirements:
• Maintain all financial books, records and documents in accordance with generally accepted accounting practices (GAAP).
• Provide access to and/or reports of its financial books, records, and documents if requested by the county.
• Provide a minimum of one (1) lobby kiosk and a website and/or call center to enable money to be deposited into an inmate’s account; kiosks shall be designed for use in a correctional environment; fully comply with the act; and be approved by agency prior to installation.
• Permit the use of multiple funding sources to deposit money into an inmate’s account (i.e. credit card, money order, wire transfer, cash).
• Provide a method to earmark or encumber deposited funds that have been designated for a particular purpose (i.e. bond payments).
• The banking system shall have ability to track individual inmate transactions and balances through multiple periods of incarcerations.
• The banking system shall debit inmate accounts for inmate orders, fees and charges.
• The banking system shall provide agency the ability track defined inmate population groups (i.e. low account balances, such as those carrying less than three dollars ($3.00) in their account for a consecutive fourteen (14) day period).
• The banking system shall allow for the disbursement of funds via multiple methods, upon an inmate’s release or transfer.
• The banking system shall provide different levels of administrator security including password control as well as the tracking and auditing of transactions by individuals and stations.
- Provide onsite personnel capable of supporting the full service commissary.
- Provide user, technical, and administrative support to agency for the Inmate Commissary and Banking Services program twenty-four (24) hours per day, seven (7) days per week, and three hundred sixty-five (365) days per year.
- Provide bilingual (English and Spanish) deposit services support twenty-four (24) hours per day, seven (7) days per week, three hundred sixty five (365) days per year.
- Furnish secure and independent network connectivity for all inmate commissary and banking services to allow for continuous monitoring and content updates.
- Provide security protocols, encryption and firewalls including, but not limited to, the prevention of device tampering, elimination of all background application functionality, and removal of external menus, options, and input area(s).
- All applications shall function with county computer operating systems at all times.
- Provide any necessary network equipment such as server racks and uninterrupted power supplies.
