The Vendor is required to provide to supply, install, and maintain a turnkey inmate telephone and video visitation systems for the county.
- The Adult Detention Center currently has 51 inmate telephones installed including 3 cordless phones, and 241,731 telephone calls were made in the past 12 months totaling 1,938,935 minutes.
- Inmate Telephone System (ITS)
• Contractor shall supply, install, and maintain all equipment, software, and personnel necessary for the Inmate Telephone System (ITS) to function according to Services at no charge to County.
• ITS shall include a secure monitoring and management system that tracks, records, stores, transcribes, and monitors inmate calls and video visits.
• ITS shall allow inmates to make local, long-distance, and international calls.
• ITS shall allow inmates to make collect calls, prepaid collect calls, and debit calls.
• ITS shall include a personal identifier for individual inmates that identifies their activities within the ITS.
• Inmate personal identifiers shall be connected to an account that records credits and debits and allows the inmate or others to add funds that are then used to pay for telephone calls using those pre-paid funds.
• Inmate personal identifiers shall be fully active and usable within six (6) hours of entry into the ADC.
• ITS may use voice biometrics to identify inmates.
• ITS shall allow County to immediately end active telephone calls.
• ITS shall only make outgoing calls and shall not receive calls at any time.
• ITS shall be accessible in both Spanish and English.
• ITS shall provide clear instructions through voice and written prompts that allow full understanding of all processes without speaking to a live operator.
•Telephone calls made through the ITS shall inform the recipient through an audio cue which type of call (such as collect, prepaid, etc..) is being made, that the call is being recorded and monitored, and which facility the call originates from.
• Telephone calls shall require positive acceptance from the recipients by dialing a one-digit acceptance code.
• Inmate shall not be able to talk to the recipient of calls prior to acceptance of the call.
• Recipients of calls shall have the capability to block calls from the ADC.
• ITS shall meet all ADA requirements.
- Video Visitation System (VVS)
• Contractor shall supply, install, and maintain all equipment, software and personnel necessary for the VVS system to function according to this Services at no charge to County.
• Contractor shall insure that the VVS system has the following capabilities:
1. VVS shall provide inmates with a method of video and audio communication with legal counsel and other visitors both on-site and remotely.
2. VVS shall provide County with a method of scheduling video visits and managing the visitation schedule.
• VVS visitations made on-site shall be at no charge to inmates or visitors.
• County may designate video visitations to or from specific persons or destinations that will not be recorded but shall be logged as having been made.
• County may designate video visitations to or from specific persons or organizations that will always be at no cost, such as, but not limited to, the office of the Legal Defender, Public Defender, and Indigent Defense Services.
• VVS will not allow inmates to make any unwanted communications to others inside or outside of the ADC at any time.
• County may allow inmates free remote video visits, at which the Contractor will not be reimbursed by the County for any services associated with the free video visits.
• If authorized by the County, inmates and others shall have the capability to purchase additional video visits.
• Provide on-site supply of spare tablets in case of damage or other loss, spare supply should reflect approximately 10% of the total population.
• Charging carts, wall mounted charging stations, and wall mounted docking stations for video visitation will be provided.
- ITS/VVS shall provide the County:
• Capability to listen in and record all inmate calls/video visits made at all times every day for any amount of simultaneous calls/video visits.
• Capability to restrict usage of inmate telephones and VVS by factors such as time of day, length of call/video visit, simultaneous usage by specific inmates, and by housing unit.
• Use of call/video visit monitoring and management software and hardware on site at the
ADC to review calls/video visits and to store audio/video files.
• Capability to access call/video monitoring and management software remotely and securely off-site through internet connections.
