The vendor is required to provide for the purpose of gaining information related to a modern computerized criminal history (CCH) system.

• Agency has several operational supervisors and staff that oversee the following functions of the CCH: data entry, quality assurance, record consolidation, expungement, disposition, diversions, repository operations, access and dissemination, firearm checks and error resolution.

2. CCH input processing including but may not be limited to the following:
• Fingerprint arrest submissions shall be received, and the information should populate the CCH in 3 business days.
• Ability to receive electronic prosecution and court disposition submissions.
• Ability to process manual disposition records.
3. CCH records maintenance but may not be limited to the following:
• Expungement
• Disposition
• Sid consolidations
• Error reprocessing
4. CCH output processing
• Fingerprint-based background checks including rap back initiated checks pass through the CCH from another product
• Name-based checks for the public
• Name-based checks for regulatory and other authorized purposes including state instant check firearm transactions
• Ability to export data as needed
• Redactions management
5. Administrative dashboard for certification, system authorizations, and management reporting
• Dashboard console for CCH data
• Training
• Certification

• User management and authorization
• Management reporting capabilities, including dynamic query functionality
6. Support client management of:

7. Development and maintenance of interfaces to internal and external systems such as but not limited to the following:
• ADCO – this is an app that accepts CCH record updates from NCIC through the messaging switch.
• CCH rashest service – this service accepts parameters and builds out a rap sheet response
• State automated fingerprint identification system (AFIS) web service – this service accepts state identification and returns a rap sheet to an AFIS terminal if requested.
• Administrative user website is used to add and remove users of the CCH and to change passwords, etc.
- Include for services:
• Microsoft windows-based platform
• Solution shall include all software (including third party software) that is required for solution to operate as intended
• If solution is cloud-based, it shall include any cloud services costs within the pricing of CCH and shall be an approved cloud service for storing CJIS information.
• A solution should be scalable.
• If solution is an on-premises solution, all the hardware and software necessary for the operation of CCH shall be included within the pricing or what would need to be purchased by the state. if hardware is provided by respondent, there should be a refresh of hardware schedule if necessary.
• If hardware is provided, it should be new. hardware would need to be wiped at the end of the contract period or when hardware is replaced.
• If hardware malfunctions, it should be replaced immediately at no cost to the state.
• The solution shall include the migration of the current system into the new system.
• Solution shall have disaster recovery features.
• It is desirable that the solution provides for an enterprise license and subscription for the state.
• The solution shall provide training on system that is recorded and can be used for future training of new employees.
• Solution shall integrate and interface with other CJIS systems such as AFIS.
• Solution shall also include maintenance and support of solution for 3 years.
• Maintenance and support of contractor’s software means unlimited telephone technical support, remote dial-in analysis, all software releases, automatic call escalation, and software customer alert bulletins to keep the contractor’s software current.
