The vendor is required to provide of current computerized criminal history (CCH) system includes the State’s repository for criminal history record information (CHRI) and all interfaces to various systems including web services.
- The solution must be based on current industry software design principles and architecture that have active support mechanisms, which are not at or near the end of life for support and must be flexible enough to anticipate the growth expectations and complexity of the processes.
- The data center provides a mission-critical operational environment, including power; heating, ventilation, and air-conditioning; and security.
- CCH Output Processing
• Fingerprint-based background checks including Rap Back initiated checks pass through the CCH from another product
• Name-based checks for the public
• Name-based checks for regulatory and other authorized purposes including Tennessee Instant Check firearm transactions
• Ability to export data as needed
• Redactions management
- Support client management of:
• Workflow management
• Rules management
• Work queues management
• Ad Hoc Reports management
• Microsoft Windows based platform
• Solution shall include all software (including third party software) that is required for solution to operate as Intended
• If solution is cloud-based, it shall include any cloud services costs within the pricing of CCH and shall be an approved cloud service for storing CJIS information.
• A solution should be scalable.
• If solution is an on-premises solution, all the hardware and software necessary for the operation of CCH shall be included within the pricing or what would need to be purchased by the state; if hardware is provided by respondent, there should be a refresh of hardware schedule if necessary; if hardware is provided, it should be new; hardware would need to be wiped at the end of the contract period or when hardware is replaced; if hardware malfunctions, it should be replaced immediately at no cost to the state.
• The solution shall include the migration of the current system into the new system.
• Solution shall have disaster recovery features.
• It is desirable that the solution provides for an enterprise license/subscription for the state.
• The solution shall provide training on system that is recorded and can be used for future training of new employees.
• Solution shall integrate and interface with other CJIS systems such as AFIS.
• Solution shall also include maintenance and support of solution for 3 years; maintenance and support of contractor’s software means unlimited telephone technical support, remote dial-in analysis, all software releases, automatic call escalation, and software customer alert bulletins to keep the contractor’s software current.
