The vendor is required to provide revenue cycle system implementation services and revenue cycle transformation, operations, and other consulting services.
- Structure and resources
• Provide a project staffing and resource management plan for the contractor resources for the revenue cycle project
• The project staffing and resource management plan will be utilized to establish fully-loaded contractor resource staffing commitments (e.g., identification of FTE-equivalent or hours for all resources by key milestone) and to detail specific county resources which will guide county on how best to allocate and deploy staff to this project.
• Notwithstanding the foregoing, this is a fixed fee engagement and the contractor resources identified in the project staffing and resource management plan do not limit the resources that may be required by contractor
- Strong project management
• Effectively (I) managing the services provided under the agreement to the project work plan and results to be achieved, and (II) managing issues, driving decisions, risk, dependencies, and resources in a manner to achieve the project work plan and the desired results.
- Strong organizational change management
• Contractor’s assessments of county’s change readiness are key for developing a revenue cycle system change management plan for which the ultimate goal is to effectively communicate thorough and transparent information about current status, any material disruptions, and necessary actions to move forward to create organizational changes as they pertain to the revenue cycle system project.
- Open communication and governance structure clearly defined
• Good and open communication must be established early.
• governance, committee structure, and committee members must be defined early
- Executive leadership involvement
• It is imperative that executive leadership from county and contractor be involved in the project governance and meet at regular intervals to discuss the project’s progress and reach agreement on any key decisions that have been escalated to their level.
- Successfully implement the revenue cycle system and all related workflows to enable county to effectively use, support, and maintain the new revenue cycle system.
- Provide county with knowledge of best practices and how to avoid common errors relating to the operation and implementation of a revenue cycle system in a public healthcare setting.
- Ensure the county is informed of implementation issues that need to be addressed to enable county to be able to effectively implement and use the revenue cycle system.
- Ensure that county’s workforce has the skills and capabilities required to use, support, and maintain the new revenue cycle system.
- Ensure that county is fully informed on project status and issues throughout the implementation and following go-live of the revenue cycle system, and that county is provided with clear and early warnings of issues that could affect the timing, completeness, quality, or outcome of the revenue cycle system project.
- Ensure a comprehensive understanding of the workflows necessary to support the new revenue cycle system, and the staffing needs to perform all such workflows.
- Provide a roadmap to county’s successful billing and collections of receivables.
- Ensure that the people, processes, procedures, and tools used by county and its third-party vendors to deliver the revenue cycle system project are appropriate to successfully implement, adopt, use, and maintain the new revenue cycle system.
- Ensure the county is informed of organizational and operational issues that need to be addressed to enable county to be able to effectively use the revenue cycle system.
