The vendor is required to provide and implement, including ongoing maintenance and support, a new learning management system (LMS) for the state central school system (OCSS) that integrates with google classroom (solution).
- General learning management system requirements
• The LMS must include context aware access (URL access) and google classroom compatibility that is secured on the agency’s wireless network.
• The LMS must include a user-friendly interface that includes homework submission, teacher grading and commenting.
• The LMS must provide the ability to onboard and off board students as they begin and complete the programs.
• The LMS must provide the ability to choose elective courses (e.g., intro to college/career; wellness, etc.) As needed, as well as the ability for course creation using the agency’s own content.
• The LMS must be ADA compliant
- Solution access
• The solution must provide the ability for multiple administrative users to enroll, register, and validate teacher and student use, remove students, create and delete sections, and manage due dates.
• The solution must provide a user-friendly and easy to understand user interface with minimal training for onboarding due to intuitive user access.
• The solution must track access to the LMS and have the ability to export a transaction log upon request to audit all users for usage, IP address, assignments, test taking, and document history.
• This transaction log should be provided as an excel spreadsheet.
• The solution must have the ability to download real time data for auditing of student use.
• Real time data logs should be available as an excel spreadsheet.
• The solution must have students log in on a secure site and not allow social media access or clicking links outside of the LMS or search engines.
• The solution must provide the ability to manage administrative roles in the LMS to provide specialized access to information.
• The solution must provide the ability to designate multiple roles for varying levels of access within the LMS.
• These roles include administrator, mentor, teacher, and student
- Course design and curriculum creation
• The solution must allow the agency to create courses.
• The solution must allow the agency to manage preset courses.
• The solution must allow the agency to customize preset courses to adapt to the incarcerated population.
• The solution must provide a curriculum for high school that aligns with at least 75% of the state academic content standards (includes english/language arts, mathematics, science, social studies, physical education, health, and electives).
• Offerors must list all offered courses in the curriculum and indicate whether each course aligns or doesn’t align with the state academic content standards.
• The solution must accept annual updates of changes to curriculum by the agency’s education department
- Assessments and grading
• The solution must provide the ability for educators to log in and grade work as well as comment on student submissions.
• The solution must include the ability to manage multiple student submissions and types of files, including google and microsoft file formats.
• The solution must provide the ability for students to view real time grades and comments from teachers.
• The solution must include the ability for students to submit questions to the teacher.
• The LMS must be able to grade tests and quizzes
- Tracking and reporting
• The solution must provide reporting data on completion, number of students, length of time in class, and an ad hoc reporting capability.
• This reporting data must be available for export as a microsoft excel spreadsheet.
• The solution must provide the ability to run multiple reports and to download to a microsoft excel spreadsheet for sorting
- Integration and customization
• The solution must integrate with google classroom.
• The solution must provide the ability for students to utilize chrome books as well as Citrix-based thin clients.
• The solution must provide the ability for educators to work on both laptops and desktop computers.
