The Vendor is required to provide automated vehicle identification systems (AVIS) services (including but not limited to speed radar detective units.
- Supply implement, and ensure the continued performance of the hardware, software, and support services needed for the automated vehicle identification system for the department.
- Preparing and maintaining a detailed project timeline, assisting with any site selection analysis for possible speed enforcement camera systems, install the AVIS cameras at the mutually agreed upon locations, operation of each stationary AVIS camera on a 24-hour basis, select and up fit an appropriate mobile AVIS speed detection, assisting the city with providing public information as needed, providing a secure website for the agency and the public, provide technical site visits for needed maintenance, repair non-functional AVIS cameras, and completing service of process for notices of violation(s).
- AVIS Hardware:
• Provide detailed specifications for the AVIS camera hardware, including camera(s), sensor technology, and any other operational requirements.
• Detail the quantity and placement of cameras at determined intersections or designated area.
• Detail the quantity and up fit requirements of cameras within mobile speed detection vehicles.
- Software and system integration
• Provide AVIS violation detection and processing software that are CIJIS compliant.
• Provide data management and storage capabilities that are CIJIS compliant.
- Installation and maintenance
• Installation planning, with timelines and procedures for each mobile speed detection unit, intersections or designated areas.
• Provide a maintenance plan, to include routine maintenance and technical support.
- Reporting and analytics
• Provide a reporting tool for analyzing quantity of violations detected using AVIS, traffic patterns, and system performance.
• Provide data analytics capabilities to help identify trends and make informed decisions.
- Training and documentation
• Training programs for law enforcement personnel and systems administrators.
• Comprehensive documentation for systems operation, maintenance, and troubleshooting.
- Legal and compliance
• Compliance with local laws and regulations pertaining to automated vehicle identification system technology.
• Documentation and support for legal challenges and court proceedings related to red light violations captured by the system.
- Customer support and service level agreements
• Customer support services, including helpdesk support and response times.
• Service level agreements (SLAS) for system uptime, performance, and issue resolution.
- Optional enhancements
• Any optional features or enhancements that the vendor can provide such as speed monitoring, or intersection surveillance capabilities.
