The vendor is required to provide for a modernized professional licensing, inspection, and permitting system, hereafter referenced as “licensing” or “licensing portal.”
• Identify technologies that provide new or improved licensing software benefits to which is currently unavailable, antiquated, or non-functioning in the state’s legacy system;
• Obtain a detailed explanation from the offeror regarding development costs and pricing structure of their application licensing;
• Invite offerors to demonstrate and further demonstrate their products and services; and
• Enable state staff members to see licensing systems or prototypes.
- The new software system being sought in improve customer service by expanding the capacity and functionality of the current legacy systems.
- Modernized, state-of-the-art software solutions for governmental regulatory entities.
- These solutions must provide:
• Registrations and applications;
• New exam and license applications for multiple and different license types and ability to choose between exam or reciprocity, and pathway for licensure;
• Renewal of licenses housed in the same portal as new license applications;
• Licensee portal (for management of personal information, continuing education, experience and hour
verification);
• Exam information (need comprehensive continuing education management);
• Ability for continuing education (CE) providers to submit class applications for approval and a real-time list of approved classes viewable for licensees associated with each board and commissions (B&C) within the platform;
• Management of student education records, when applicable;
• Module for schools and educators;
• Internal document management;
• Complaints and investigations;
• Electronic payment system integration and reconciliation per state standards;
• Business portal (ability to view employee license status, permits, inspections);
• Comprehensive accounting with ability to generate monthly or on-demand statements;
• Inspection portal for electrical and plumbing inspectors that can be utilized off-line and uploaded to base system upon return to internet connectivity;
• Permitting issuance by inspectors;
• Application and issuance of homeowner permits;
• Public register of licensees’ status and contact information
• Communication management (automated agency communications within portal);
• Reports (ability for the base staff-user with no SQL programming knowledge to pull reports), i.e., choose report, set date parameters/other, click;
• Comprehensive and user-friendly reporting to be used by staff;
• Other system designs as determined during discovery and joint application development (JAD) and joint application requirements (jar) sessions;
• Preference for cloud-based application portal.
• Azure compatible cloud solution is highly preferred.
• Data security and entry security into the portal must utilize single sign on (SSO) with the state’s digital citizen’s portal.
