The vendor is required to provide on commercially available software that can be implemented as a new data management system for the corporation’s environmental monitoring and quality control team (EMQC).
- The new software application should enable data management in addition to analyses and visualization.
- Requirement
• User-friendly, intuitive, and consistent user interface that is available out of the box.
• Efficient, automated process for (1) extracting data from various file formats (including but not limited to custom excel electronic data deliverables, multi-sheet excels workbooks, pdfs, etc.), (2) transforming data to user and database requirements, (3) applying quality control measures to check and validate data prior to loading data into the database.
• Customizable quality control and validation rules.
• Efficient process to identify, flag, and clean-up potential errors, inconsistencies, and incomplete (null) data.
• Mechanism to conduct guideline comparisons and flag exceedances or values approaching guideline limits, including guidelines that have dynamic inputs (e.g., ammonia guidelines rely on PH, salinity, and temperature inputs).
• Ability to store complex guidelines from various regulating bodies.
• Customizable security and permission levels for individual projects.
• Ability to store supplementary and meta data (e.g., coordinates, sampling notes, photos, files) along with primary data.
• Easy and efficient way to retrieve data by navigating a map.
• Easy and efficient way to retrieve data by using various parameters.
• Support for inbound and outbound integrations with applications such as ArcGIS, pi historian, labware LIMS, etc.
• Capability to perform wide array of statistical analyses (e.g., mean, range, standard deviation, t-tests, relative percentages for duplicates, etc.).
- Desirable requirements:
• Search history for each individual user.
• Ability to use APIs to build custom user interfaces through power bi or other similar software.
• Capability to visualize data through various methods such as multi-parameter plots, heat maps, etc.
• Ability for external labs to upload data directly into the corporation’s database for review, while simultaneously completing preliminary data checks.

• Availability of suitable commercial software in the market
• Superior and continuous maintenance and support will be offered by vendor
• Implementation of a custom off the shelf (cots) solution for specific features will require minimal custom development and have minimal impact on business processes
• Impacted stakeholders are able and willing to undergo required changes to their operations (processes, workflows).
