- A community-engagement, data-collection, and data-visualization survey tool for the following purposes:
• To engage a variety of communities, and encourage community members to provide input and feedback
• To collect first-voice data that may be quantitative and qualitative in nature
• To receive first-voice data in visual, easy-to-read formats
• To receive valid, trustworthy findings
• To use these findings in the development or improvement of policies, programs, and services
• To guide and inform decisions with data and evidence
• To analyze high volumes of responses, quickly and efficiently, through ai technology
• To analyze evidence from the engagement for other related purposes
o This includes the capability for users to download the data, and analyze it manually
o This also includes the tool’s capability for users to query the data, and the tool’s ai functionality conducting analysis and providing findings
• To analyze segmented data based on demographic and other information that may be collected within the survey.
- Agency and its participating partners will use the tool or platform to seek information from a variety of interested parties including, but not limited to the following:
• Students
• Teachers
• Other teaching staff in the public education system
• Support staff in the public education system
• Parents
• Members of the general public
- The following requirements are the sought-after solution:
• It is a major pass and fail requirement that the tool or platform incorporates ai technology for the following:
o Efficiently analyzing the data
o Developing findings
o Providing capability to designers and analysts to query the data set, and receive accurate answers and findings
• It is a major pass and fail requirement that the tool or platform can provide surveys and engagements in in French
• Platform must be web-based
• Respondents must find the tool engaging – that the people “behind the tool” are interested in their inputs
• Respondents must find the tool easy to use – requiring no special information or training
• Respondents must find the tool fast and efficient – that there are no discernible wait states for any download or page load or submission
• Data collectors must find the tool easy to use – for developing and designing an engagement, and for deriving findings, insights, and visualization
• Data, findings, and insights must be accurate, valid, and trustworthy
• Vendor provides customer support services – in the design of surveys and engagements, and in the development of findings and insights
• Vendor provides help desk services – to support trouble-shooting
• Vendor must have safeguards in place to prevent the stealing of customer and respondent data including raw data, analytics, reports, surveys, questionnaires, engagements, and contracts
• Vendor must have safeguards and functionality that protect the confidentiality of surveys, engagements, data and findings of each participating-partner
o In other words, there must be safeguards and functionality that prevent the participating partners from accessing each other’s’ surveys, engagements, data and findings
o The surveys, engagements, data, and findings of any single participating partner belong to that participating partner alone – and the platform’s functionality must protect the confidentiality of each participating partner
• Vendor must have safeguards in place to ensure availability, and to prevent service interruptions such as a denial-of-service attack.
• Vendor must have safeguards and functionality in place to prevent the publication and distribution of false information, and any content that could be regarded as hate speech
• Vendor and its platform or tool must be fully compliant with all federal and provincial privacy legislation and regulations
• Tool allows respondents to participate anonymously.
