The Vendor is required to provide a comprehensive fleet telematics solution, which includes software and associated electronic logging devices for certified regulated vehicles and global positioning system equipment for non-regulated vehicles.
- The Solution is required to provide electronic recording, reporting, and management of driver’s hours of service and vehicle trip inspections for its commercial NSC drivers.
- The Solution will also include enhanced mapping functionality, administrative functions including reporting and data management.
- The Solution should be highly flexible and scalable, User-friendly with a high degree of functionality, availability and reliability.
- The Solution must be web-based and be hosted in the Proponent’s environment by way of cloud or a server.
- The Software must support multiple access levels and explicitly require multi-factor authentication (MFA) for all access levels to ensure appropriate data security, role-based functionality, and controlled User interactions.
- At minimum the system should allow for the following access levels:
1. Full Administrator access – Full access to all the system settings, User management, and data.
2. User access – Access to reporting and specific operational functions with limited modify capabilities within a specified business area.
3. Read-only User access.
- Device Monitoring
• Record detailed trip history logs of start and end points, duration and distances of trips.
• Tracks and records both live and historical:
○ Location of vehicles;
○ Vehicle speed;
○ Vehicle start/stops;
○ Vehicle mileage;
○ Vehicle distance travelled;
○ Engine move/drive time;
○ Engine idling;
○ Harsh braking;
○ Harsh acceleration;
○ Harsh cornering; and
○ Total engine hours.
• Tracks:
○ Current vehicle location
○ The number of days a vehicle is used.
• Provide 24-hour Tracking.
• Include GPS coordinates for location of each vehicle Ping.
• Map data and functionality are designed to be responsive and refreshes instantly.
• Map data shows geo-location of proposed Devices with granularity and accuracy to pinpoint vehicles.
• Map data shows concurrent proposed Device locations on various overlays.
• Map data includes visualizations of vehicles and/or proposed Devices by map layer.
• Map data includes real-time dashboards of active Devices and status, with an ability to drill into vehicle details.
• Map data enables searches of vehicles and events in real time.
• Map data identifies streets.
• Additional map data overlays can be imported from alternate sources.
• Maintains a low Device disconnection rate.
• Maintains low odometer variance.
- Solution must have the ability to provide 24-hour Tracking.
- Solution must have the ability to include GPS coordinates for location of each vehicle at each Ping.
