The vendor is required to provide to support the state’s HCMACS program in implementing the health care management and coordination system (HCMACS) enterprise EHR solution within department and authority facilities across the state based on shared and individual agency client and program needs.
- Epic has been selected as the enterprise EHR for this solution.
- The systems integrator (SI) will play a crucial role in leading the implementation and hosting of the HCMACS enterprise EHR solution.
- The SI will work in collaboration with the HCMACS program manager and teams, providing support before, during, and after the rollout of the solution (maintenance and operations).
- Provide staff augmentation and expertise to support project management, governance and technical support activities for the duration of the contract period.
- The SI vendor will be a partner with a proven track record of successfully implementing epic.
- The successful bidder shall lead the project team through the tasks required to implement the solution, including planning, final design, build (including configuration/ development, testing, data conversion, integration with external systems), testing and go-live/roll-out.
- The SI will deliver four broad service categories as part of the HCMACS program:
• Configure, host, and implement the HCMACS enterprise EHR solution,
• Procure and integrate third-party software applications necessary to support HCMACS, and
• Provide staffing in support of epic and other entire enterprise configuration and deployment (incl. operations, technical, and clinical personnel), and, as appropriate, staff to participate and lead workgroups and advisory boards to support the epic implementation, and
• Provide maintenance & operations services for the HCMACS enterprise solution.

• Social work and discharge planning services (including assistance with referrals to appropriate aftercare, assistance with applications for benefits and assistance with locating housing)

• Nutrition services, including therapeutic diets and modified textures
• Substance use disorder services (education and basic treatment - will refer out to treatment facilities inpatient/outpatient based on treatment need)

• Patient rights/advocacy ombuds services
• Sex offenses behavioral health treatment
• Life skills programming
• Competency evaluation
• Competency restoration.
