The Vendor is required to provide proponent with the skills, resources, and experience necessary for the provision of a comprehensive animal shelter management solution of the municipality.
- A comprehensive animal shelter management hosted solution that includes the following:
• A web-based platform accessible to authorized municipal staff from any location with an internet connection.
• A system to manage animal intake, adoption, medical care, and disposition. Note: we are looking for the ability to track the frequency of care but no inventory medicines.
• Reporting capabilities to track key performance indicators, including animal intake and adoption rates, medical treatment, and staffing.
• The ability to track the frequency of care, however, the tracking of inventory of medicines is not required.
• The ability to integrate with the municipality’s existing software systems and hardware and meet it security standards and policies.
• Ongoing technical support and training for municipal staff.
• Migration of existing animal shelter data to the new system.
• It is an access database of the basic animal and person information.
• Customization of the solution to meet the municipality’s unique needs and requirements.
• Software: the system should be a web-based solution, preferably cloud-based
SaaS (software as a service) in nature.
• Mobile accessibility: platform requirements: the system must be accessible on both iOS and android platforms, with a responsive design that ensures optimal usability on various mobile devices.
• Compliance and regulatory requirements:
1. Animal welfare regulations: the system must comply with all relevant local, state, and federal animal welfare regulations.
2. Data protection laws: the system must adhere to GDPR for data protection.
3. This includes encryption of sensitive data at rest and in transit, as well as robust access controls and audit trails.
• Ability to manage the shelter animal inventory Includes animals, equipment, food, medical supplies, finders, owners and volunteers/fosters.
• Cloud-based application
• Ability to facilitate adoption workflow. Includes application and collection of adopter information online and via paper
• Public web interface for Lost & Found, Adoptions, and Stray Animals that can easily be embedded into existing Municipal website
• Compatibility with mobile devices (smart phones, tablets)
• Ability to take and upload photos via mobile device
• Flexible reporting on a variety of major criteria. Including but not limited to: adoption statistics, length of stay, animals impounded, numbers in shelter, and incoming animals per week.
• Ability to integrate with microchip and licensing applications such as Petwatch and Docupet.

• Preference would be for the system to have the ability to collect online donations e.g. one-time donations or monthly
• Preference is for the system to have the ability to intake payments online and in-person payments
• Ability to track animal medical history e.g. vaccines, treatments, spay/neuter
• Ability to print and/or email reports, receipts, etc. directly from application
• Account management / customer account deletion, merging of duplicate records
• Easy access to records of animals in shelter, with easy to navigate links between screens and functions.
• Easy to find information with appropriate names and locations – i.e.: Only one section for medical – vaccines, treatments, vet visits.
• System functionality and capabilities with a focus on customer user web interface for viewing lost, found and adoptable animals, as well as online applications and adoption processes on approval.
• Customer interface should be user-friendly and visual, with easy-to-access information.
