The vendor is required to provide to replace its existing license plate recognition (LPR) system with a new, state-of-the-art solution that offers improved accuracy, performance, and integration capabilities.

- This includes a centralized management platform, robust data retention features, real-time alerting, vehicle analytics, and compatibility with agency and third-party law enforcement databases. installation, user training, system validation, and maintenance must be included.
- Hardware
• Real-time recognition: the new system must provide real-time license plate recognition with an accuracy rate of at least 90% in various operating conditions.
• High-resolution cameras: utilize fixed-position, high-resolution cameras capable of capturing clear images of license plates under different lighting and weather conditions, with day and night vision.
• LPR trailers: long battery life, solar power capability, compact, weather-resistant ip65 rating, and streaming data through long term evolution (LTE).
• Field of view: the ability to capture a minimum of two (2) lanes of traffic simultaneously with a single camera.
• Operating temperature: the ability to operate with temperatures up to 125 degrees Fahrenheit.
- Software and performance metrics
• Data storage: the system should include robust storage solutions capable of handling a minimum of 90 days of data with options for expansion.
• Compliance: the new system must comply with all federal, state and local laws, regulations, and ordinances applicable to its activities and obligations.
• Enhanced analytics: the system must provide vehicle image analytics such as make, model, color, and license plate state. analytics must perform with a minimum 90% accuracy rate.
• Data capture: the ability to record data 24 hours per day, 7 days per week with automatic data upload.
• Fraud detection to detect license plate spoofing or altered plates.
- Integration
• Existing systems: provide the ability to securely integrate with state and federal hotlists and axon Fusus, a real-time crime center platform.
• Data migration: provide tools or services for migrating 90 days of historical data from the current system to the new system, ensuring data integrity and continuity.
