The Vendor is required to provide the county clerk, at a minimum, with an online marriage license application solution that is an efficient, accurate, and cost-effective replacement for the clerk’s office's current marriage license application.
- Solutions or components that serve to provide optional features such as the ability to track the application process for the Couple, online and in-person payment options, and “help desk” assistance should the couple have issues within the application should also be addressed in the proposal.
• A method to allow couples to begin the marriage license process online through a website, including uploading their ID’s
• A method to begin payment online
• A method that has a multiple language option
• A method that has flexible character limits for entering names, addresses, etc.
• A method that allows the clerk’s office to change the county, city, and state address to those from outside the country
• A method that allows the clerk’s office to move our current record content from on base and Devnet to the new solution
• The ability to print other vital records from the program for walk-in customers
• A system that is secure and will prevent any unauthorized access to the information added by the couple online
• A system that is highly configurable and customizable
• A system that will allow the clerk’s office to make receipts and take payment for other county clerk business
• A system that allows the clerk’s office to add wedding ceremony information to the original license after the wedding and make certified copies from the program
• A system that is well documented and will enable the clerk’s office to assume in-house operations and maintenance, subject to applicable license agreements
• Functionality to allow correspondence between the clerk’s office and the couple if the information provided is incomplete
• A system that allows us to customize daily reports and an ach transmittal of daily deposits
• A system that allows the clerk’s office the ability to communicate with the state treasurer’s office and the division of vital records for end-of-the-month activities, including ach transmittals for fees due to the state and marriage license application information (licenses received and issued during the previous month), including copies of the applications
• The ability for the clerk’s office to expire a marriage license within the solution if it hasn’t been used in 60 days, with communication sent to the couple for any application started online
• The ability for the clerk’s office to print a commemorative certificate for the couple
• The ability to upload current vital record request forms into the solution and process requests directly within the program
• The ability for the clerk’s office to set the max number of appointments available at each half hour per day
