The Vendor is required to provide an internet voting solution for the 2026 municipal and school board elections.
- Provide voting solution must provide full integration of the internet voting system for the purposes of voter’s list strike-off and for calculating final results for ballots cast over the internet.
- Internet Voting will be conducted throughout the entire voting period.
- Internet voting will begin in advance of Election Day and will end at the closing of the polls at 8:00 p.m. on Election Day.
- All end-user web-based interface components must be accessible, conforming to WCAG 2.0 Level AA or Level AAA.
- All end-user web-based interface components of the solution must conform to W3C standards and must function properly in modern versions of Google Chrome, Safari, Firefox and Microsoft Edge.
- The end-user web-based interfaces must use responsive design or provide a mobile friendly template in order to allow voting from a mobile device.
- The solution’s web-based interfaces must be via a web-browser in standard HTML and JavaScript. Solutions requiring the installation of an end-client or plug-in are not acceptable.
- Include functionality for voters with disabilities (vision, hearing challenges, etc.) And is compatible with adaptive accessibility technologies.
- All transmission of application and infrastructure system data must be done over an encrypted channel (data is encrypted in flight).
- Include a statement of voter-consent for the collection and use of personal information
- Have a vote audit trail that protects the privacy of the voter and can be verified in an election recount or appeal.
- Provide technical and user support to the voting public throughout the voting period.
- Provide confirmation to the voter on how they have voted, request confirmation to proceed and then confirm that the vote has been cast.
- This should include the ability for the voter to print their confirmation or receive it via email or text.
- Ensure that multi-page ballots (1 per initiative) is easily navigable by voters, with no way to get lost or leave the balloting process except deliberately.
- Ensure that all transmission of application and infrastructure system data are done over an encrypted channel (data is encrypted in flight)
- Have full and seamless integration with data fix’s voter view software, the city's voter list management vendor of record.
- Have the capability to alert the voter when they have under voted, provide the opportunity to intentionally cast a spoiled ballot, decline a ballot, and prohibit over votes.
- Have the ability to electronically update any aspect of the voter information prior to and during the event.
- This should include the voter's address, name change or any other attributes maintained on the profile record of the voter.
- All changes must seamlessly integrate with data fix’s voter view system in real time.
