The vendor is required to provide department access to an income and employment verification system that provides a secure portal that at all times secures the identifying information exchanged about individuals from inappropriate use or disclosure.
- Services include:
• The system provides near real-time access to verification information.
• “Near real-time” means a system response time of no more than two (2) minutes of the request sent by the agency.
• The system provides accurate and reliable data for income and employment verification purposes.
• “Accurate” means that the data has been verified with the employer and “reliable” means that the state can trust the vendor’s data.
• The system information output includes income and employment history as available in the vendor’s system.
• The system permits searches by social security number.
• The system is available Monday through Friday, from 6:00am to 6:00pm central time (CT).
• The system is browser-based and does not require vendor-provided plug-ins.
• The system is compatible with Microsoft edge and google chrome.
• the vendor will provide a username, password, and instructions to access the system via email to the new user within one (1) business day of enrollment request.
• A department point of contact will determine enrollment of users.
• The system has role-based or other controls to define and limit user access, e.g., query/view only access, update access, administrator access.
• The system includes an administrative tool for the state to use on the vendor’s website and have near real-time access to a report of its employees that have access to the vendor’s services and each user’s activity log.
• The vendor has a customer support or helpdesk available to state users that includes a direct, real time response.
• The customer support or helpdesk will be available to state users from 6:00am-6:00pm CT, Monday through Friday, with the exception of state holidays.
• Customer support response time for non-direct, real time assistance (such as call back or emailed assistance) will be no longer than four (4) business hours.
• Provide a monthly report of inquires attempted and verifications completed by the department, include name of user initiating search, user location, date, and time of search, and employer name.
• This report will be provided to the department in a method and format mutually agreed upon during contract negotiation.
• Contractor(s) of department must prevent and prohibit department data or information from being accessed, used, processed, stored in, or analyzed by artificial intelligence (AI) tools.
- Provide complete and detailed wage reports, in a format agreed upon by purchaser and vendor.
- Employment reports for individuals can be verified by social security number, name, and address.
- Detailed payroll wage report must include but not limited to:
1. Employee information:
• Employee name
• Employee address
• Employee employment status (e.g. active, laid off, military or maternity leave, and temporary)
• Job title of employee
• Dates of employment (including gaps)
• Period of employment: original hire date, termination date and total time with employer (years, months)
• Rate of pay
• Frequency of pay (weekly, bi-weekly, bi-monthly, other)
• Dates of pay and gross pay for paychecks
• Hours per week
• Year to date salary
• Annual salary
• Date of last paycheck
• Date employee was terminated or became inactive, if applicable
• Employment history (all positions, dates and gross salary) for a specified amount of time, for example last 12 months for individuals up to the past 3 years
• Date and time of inquiry and inquirers name and/or organization
• Ability to save or copy report as a PDF file.
