The Vendor is required to provide an accessible voting system which shall provide equal access to all voters, such that all voters may vote independently and privately at every polling location.
- The system should provide a simple, easy-to-use, and accurate voting experience.
- The system must produce a printed, paper version of the voter’s voted choices, marked in accordance with their selections.
- The printed ballot ideally would be capable of being read by the electronic ballot counting devices approved for use by the commission in state elections.
- Services include:
• The solution must provide all voters, including voters with disabilities, the ability to vote independently and privately at a polling location on an AVS.
• The state intends to purchase an accessible voting system (AVS) for each polling location, including the hardware and associated license or purchase required for the software.
• The state will contract for and pay annual maintenance fees and programming fees for state and federal elections.
• Cities, towns, and school districts will contract directly with the vendor(s) to purchase programming of local election ballots.
• Cities, towns, and school districts may also choose to purchase in-person support from the state-approved vendor(s) to assist with system set-up and uploading the ballot(s) programming file(s) to the AVS pre-election and on Election Day.
• Must be able to sell and support, at a minimum, the same number of accessible voting systems as the vendor has contracts with a city, town, or school district for digital scanning electronic ballot counting devices.
• Must be able to sell and support up to 330 accessible voting systems located throughout the state.
• The solution must produce a printed paper ballot reflecting the selections made by the voter.
• The voter must be able to review selections prior to printing and after printing of the ballot.
• Sufficient and timely training must be made available to poll workers and state staff, including documented procedures for both the election officials and voters in an accessible format.
• The solution must provide annual maintenance on all hardware and software including repair, replacement, and upgrading where necessary.
• The solution must have an option for a city, town, or school district to purchase additional AVS at their expense.
• Must provide the state with a log of all software and hardware support emails and calls from local election officials within one week of an election and on Election Day.
• The log must include the resolution.
