The Vendor is required to provide a new, comprehensive statewide voting system intended for implementation in time to support the 2028 presidential election cycle.
- This includes a full voting system solution, with various components if applicable:
• Ballot Marking Device (BMD): A paper-based universal voting system that presents ballot choices on a digital touch screen. VVSG 1.0 defines this as an accessible voting station: Voting station equipped for individuals with disabilities. The most common disabilities include those associated with vision, hearing and mobility, as well as cognitive disabilities.
• High-speed scanners (HSS): These are used at central locations for processing large volumes of ballots, including mail-in ballots. VVSG 1.0 defines this as a central count voting system: A voting system that tabulates ballots from multiple precincts at a central location. Voted ballots are placed into secure storage at the polling place. Stored ballots are transported or transmitted to a central counting place which produces the vote count report.
• Precinct based scanners (PBS): Scanners located at the voting location which scan paper ballots (both hand-marked and machine-marked). VVSG 1.0 defines this as an optical scan system that reads and tabulates ballots, usually paper ballots, by scanning the ballot and interpreting the contents.
• Optional: Combined PBS and BMD: If the Offeror has a solution that utilizes a combined ballot marking device and precinct based scanner, the Offeror should include these details in their proposal and price form.
• Optional: If the Offeror has a solution that offers other models of paper ballot scanners, the Offeror should include these details in their proposal and price form (see Paper Ballot Scanners (Other)).
• Voting and Ballot Management System (VBMS): The election management system. VVSG 1.0 defines this as an election management system: Set of processing functions and databases within a voting system that defines, develops and maintains election databases, performs election definitions and setup functions, format ballots, count votes, consolidates and report results, and maintains audit trails.
• Other Costs: All ancillary items, computers, proprietary consumables, networking devices (if applicable), and any other items needed to meet the requirements of the State.
• Consumables: Any items that are not covered under the warranty period which may need to be replaced during the life of the contract and an associated cost for one unit. Some examples of this would be batteries, UPS devices, headphones, etc.
- Internal voting system processes
• Prior to the equipment being used in an election, state conducts Logic and Accuracy (L&A) testing on each piece of equipment. This process is conducted like any other election and includes Early Voting, Election Day, mail-in ballots, and provisional ballots.
• During the election, voters either mark paper ballots by hand or use the ballot marking device to make selections.
• The marked ballots are scanned by the precinct-based scanner at the voting location.
• The marked ballots are retained as a physical record (see retention policy).
• Results are encrypted and stored on multiple memory devices, if applicable.
• Additionally, mid-day on Election Day, a single transmission of Early Voting and mail-in ballot results are sent to boards.
• After polls close on Election Day, results are transmitted every 5 minutes (or less), to specified locations from regional reporting sites or at the local boards systematically, through secure means, so that results can be reported on the agency website.
