The vendor is required to provide the extended asset condition reporting system (EACRS) program in recent years has expanded reporting requirements and enhanced long-term capital planning for community infrastructure.
- Provide visual condition assessments of infrastructure assets as per the available asset list for each first nation, and host interviews with key community personnel to evaluate maintenance and fire protection practices.
- The consultant will be provided with a map and asset list as part of the document package and will be required to provide an updated sketch map and agency asset list.
- Each asset and asset component will be assigned a replacement valuation and life expectancy based on the observed condition.
- A 35-year capital investment plan will be developed for inclusion in the report.
- The successful proponent will deliver six reports for the following asset categories – agency funded infrastructure, first nations Innuit health branch assets, education assets, social assets, and photo appendix documents for each report noted above with referenced deficiencies.
- The consultant is to provide a digital copy of all asset photos.
- Updates for public building floor plans, as required, are to be included as is the validation of asset lists including the addition, demolition or change in infrastructure assets between previous reports and current fiscal year.
- The consultant is to prepare recommendations for the improvement of the program in future fiscal years.
