The vendor is required to provide for the hosting and operation of an online learning management system for continuing education training for public library staff.
- Hosting requirements:
• All components should be hosted on the vendor’s equipment in accordance with the requirements stated above or be set up for secure cloud storage that can be through a third-party vendor. the vendor should have available adequate network capacity to accommodate required components described.
• The vendor should have sufficient database and application server architecture to support the anticipated level of use.
• Provide department with a service level agreement, which will become a component of the contract, that guarantees 99% availability of all system components and response to system issues within 12 hours.
• The vendor should keep all data collected until the end of the contract term.
• All data collected should be kept secure and confidential and remains the property of department for use by local public libraries, public library systems, and the library.
• Provide all state data to department upon request.
• If cloud-based services are a component of the solution or services to be provided by, vendor must comply with the standards set forth by cloud security alliance for cloud services, and other applicable federal and state laws, regulations and requirements.
- Software requirements:
1. Vendor should provide levels of administrator interface with:
• Simple set up for users.
• Managed system security.
• Established administrative accounts.
• An allowance for incorporation of additional data for statistical purposes.
• Real-time access to all data.
• Ability for certain content to be locked at the state level; ability for state library to access information on who is using the product.
• Robust report-generating capabilities in the form of canned and customizable reports; all reports should export to excel and html; reports should have capability to be scheduled in advance to run one time or on a recurring basis.
• Test mode to preview changes before they go live to users.
• Continuous improvement of the product based on customer feedback and user group meetings.
• The system should be compatible with a variety of browsers, and work with standard screen reader software and other assistive technology.
• Capability for multiple administrator logins and levels.
• The software should provide access to a library of resources created by the vendor and other users.
2. Capability for use and creation of multiple media types, including but not limited to:
• Audio recordings
• Videos
• PowerPoint and other presentations
• Pdfs and word documents
• Interactive quizzes and forms
• The software should support the ability to track participation.
3. Ad-hoc reporting capabilities that:
• Carry out through administrator interface.
• Generate state, regional library system, and local level statistics.
• Allow for statistics to be customized at various levels.
• Combine statistics from previous years in graphic reports.
• Have an archiving capability for data.
• The vendor should provide security for multi-level set-up, including differing degrees of permissions.
