The Vendor is required to provide a performance measurement system and submit hospital based inpatient psychiatric services (HBIPS) core measures and ORYX® measures for commission and performance measures for centers.
- Provide a national comparative database to allow comparison of performance of the state hospitals to hospitals, units and unique patient cohorts nationwide.
- System agency will collect and electronically report performance measurement data to contractor or its designated agent, in accordance with the behavioral healthcare performance measurement system (BHPMS) implementation guide.
- System agency will meet applicable centers requirements in regards to type and/or specificity of measures, as may be amended from time to time by centers.
- System agency must submit monthly data files by the last working day of the following month.
- Authorized to use any limited data set(s) created or obtained to conduct quality improvement research designed to assist system agency in evaluating and improving the quality of behavioral health care, including the production and public dissemination of reports and analyses consisting of aggregated performance measurement data.
- Provide a summary monthly indicator report that contains the rates for all measures.
- Provide the designated system agency contact with information on levels of access that can be granted to system agency staff.
- The system agency staff also agrees to protect the confidentiality of passwords and limit distribution of reports as directed by contractor.
- The secure section houses data upload pages, system agency reports, implementation guides, and queries for looking up facilities.
- Provide documentation on using the website as well as using the BHPMS for quality improvement.
- Provide users with online support through a secure web interface for meetings (webinars).
- Provide an orientation manual to new facilities upon enrollment.
- This manual includes step-by-step directions for set-up and implementation.
