The Vendor is required to provide and implement an Integrated Library System or Library Services Platform solution (both options to be referred to as an ILS.)
- The solution for the ILS should be functional for the acquisition, cataloguing, management and circulation of physical and electronic resources, with integrated workflows for all resources.
- It must be capable of supporting the entire lifecycle of a library resource from acquisition through access, licensing, administration and evaluation.
- It must also support intake, management and reporting functions for various patron records while safeguarding privacy and security.
- Fully cloud hosted on a vendor managed server, providing 24/7 access from anywhere with an internet connection.
- Compatible with all major browsers (google chrome, Mozilla Firefox, Microsoft edge.)
- Provide a responsive interface compatible with mobile devices, tablets and computer workstations.
- Granular, role-based access management.
- Support integration with common payment gateways and provide an integrated point of sale for processing cash, debit and credit transactions.
- Respect data sovereignty and store and process data within country.
- Employ best practices regarding client privacy and data security, using encryption where appropriate and ensuring that only required data is retained and data retention schedules can be setup to remove data as required.
- Support google analytics on public facing elements such as the catalogue to support the gathering of web usage statistics, or other method of effective provision for tracking web usage in fine detail.
- Support integration with single sign-on (SSO) services for staff accounts.
- County uses OKTA and SAML (security assertion markup language) 2.0 based authentication for integrating with external applications.
- System should be compatible with azure active directory authentication if direct integration with OKTA is not offered.
- Cataloguing and metadata
• Support cataloguing in marc and xml metadata formats.
• Allow for batch import and export of bibliographic data.
• Provide the option for cataloguers to edit and customize marc fields and subfields.
• Support cataloguing of a wide range of materials, including physical and electronic resources.
• Provide available tools to convert / upgrade marc data to RDA or other future cataloguing standards.
• Provide a comprehensive and user-friendly catalogue search functionality, allowing for efficient and easy access to library materials through various metadata and taxonomies.
• Include support for the z39.50 protocol, including the ability to determine match points.
- Circulation
• A user-friendly interface for loaning, returning, renewing, and reserving items.
• Support multiple circulation policies based on user types, material types, and other criteria.
• Ability to manage fees, allowing for various payment methods.
• Robust functionality for managing holds, including the ability to set limits, send notifications, and queue management.
• Fully integrated with RFID self-service functionality, including checkout, renewals, holds management at self- checkout stations.
• Allow for patron types and item types to determine fees and borrowing privileges.
• Ability to calculate the replacement cost of materials by applying a specific factor or percentage of the item's cost.
• Support various loan periods and include the ability to track the in-library use of items.
• Allow for customizable slip printing and receipts that can be customized by staff and include customized graphics or advertisements.
• Include integrated digital product and collection usage tracking, including but not limited to hoopla and county.
• Support floating collections, including defined thresholds by location and material type.
• Provides email and telephone notifications with SMS as an option for things such as reservation pickup notification, pre-overdue and overdues.
- Patron Account / Relationship Management
• Support self-service capabilities such as online registration, renewals, profile updating, and password reset.
• Provide deduping functionality in the registration process to reduce duplicate records.
• Allow patrons to view their current loans, fines, holds, and optionally their loan history as well as other relevant information.
• Allow patrons to pay outstanding fees while logged into their online account and payment system should integrate with common payment processors (i.e. moneris).
• Provide the ability to link memberships of people in same family.
• Provide a personalized user experience, allowing patrons to save search histories and create reading lists.
• Include support for the generation of unique library card / barcode numbers.
• Provide the ability to send personalized marketing emails and newsletters or integrate with a service that performs this function.
• Provide the capability to auto-populate fields, such as postal code, based on address.
