The Vendor is required to provide background screening services to verify the education and experience of candidates for employment.
- Verification of other components such as licensure, certification, criminal history, etc. may also be requested.
- At present, the department at each facility independently orders background screening services with the current vendor on an as-needed basis through a secure website.
- The System is seeking to enter into an agreement, solely at the discretion of the System, with a background screening vendor with demonstrated expertise and extensive experience in pre-employment background screening.
- The System is to be notified by email of all current third-party fees and any subsequent changes to these fees thereafter. Include confirmation of how the System is charged for applicable third-party fees, either as a flat rate or pass through fees.
- Upon implementation of the contract, any third-party fees above $50 require written approval from the requestor to proceed, excluding National Student Clearinghouse and the Work Number.
- The Client Manager dedicated to the System will be responsible for handling issues with specific cases, billing, and the overall verification process in addition to any changes and/or updates to the process.
- The System is to be provided with the name and contact information for the designated managers who must be available via email and phone from at least 9 AM to 5 PM EST.
- The System is to be provided with contact information for emergency/off-hour support.
- Advanced notification of at least two-weeks is required in the event that there will be a change in the assigned Managers. - Each verification must include the following for all job titles/positions held with each employer: dates of employment, whether the position was full or part time, hours worked, and reason for leaving, as well as eligibility for rehire, if available.
- Verifications should be conducted during regular business hours (9 AM – 5 PM), Monday through Friday, in the time zone associated with the employer’s location.
- Unless the employer outsources verifications, they must be obtained through the previous employer’s Human Resources.
- The candidate may not use a prior manager or supervisor.
- In cases where the employer is unresponsive the vendor is responsible for reaching out directly to the candidate if additional information is required to complete the verification. - Criminal history record check: conduct a statewide (if available), or county level criminal history record check based on name, location of listed residences for a specified period of time.
• Checks may also be requested for the state or county associated with a candidate’s work or school addresses.
• Each check will include a search of both felony and misdemeanor records, reports of convictions and/or pending prosecutions with full adherence to state and federal law.
- Federal criminal history check: conduct a federal level criminal history record check, based on name and the location of list residences for specified period of time.
- National criminal history check: conduct a national level criminal history record check, based on the name and residences of the candidate for a specified period of time.
- Nationwide wanted person search: conduct a name check of a federal law enforcement database for a national wanted person check.
- Supplemental criminal information database search: conduct a search of the database to uncover criminal activity outside established criminal search locations.
- Military service check: include dates of services, discharge status, branch of service.
- Motor vehicle record check (abstract): conduct statewide motor vehicle record check of the appropriate motor vehicle files based on the state of license issuance or former residence.
• Each check will include verification of license, accident and conviction history and citations for nonpayment of child support.
- Every quarter the System is to receive a summary report, broken down by facility, with relevant data for all cases ordered by service.
- Contract Period/Term: 1 year
