Lease of Election Tabulation System and Electronic Voting System

The Vendor is required to provide the City’s municipal elections, the City requires the use of a secure vote tabulation hardware and software solution that is configured and deployed in accordance with the act.
- Responsible for ensuring that the software, firmware, and security updates are kept current and provide post-implementation support as needed to ensure optimal overall performance, security and functionality of the provided product.
- Advance voting was available for five (5) days and all 36 ballot types were available at each Advance voting location. 
- Two tabulators and one accessible ballot marking device were used at each advance voting location. 
- A home voting service was offered for three days during the advance voting period. 
- This service was provided for homebound voters and allowed them to mark their ballot independently in their residence. 
- Results from all tabulators used during the advance voting period, including the designated tabulator for the home voting service, were produced after the close of voting on voting day.
- The safety and security of the Data, while stored in the vote tabulators or other devices and its transmission from device to device, (for example from tabulators to Servers).
- Provide a technical solution for processing ballots during advance voting, voting day voting and post-election processes.
- The location-based equipment desired for the upcoming election:
•    Easy to install and administer by Elections staff.
•    Secure data storage within vote tabulator and other devices (physical and software).
•    Easy to use for voters.
•    Two-sided reader tabulator and four-way orientation.
•    Ballot size to be flexible.
•    Excellent working condition; well-maintained units.
- The solution proposed shall have a Results Reporting method that:
•    Transmits voters count electronically from location-based tabulators to a central reporting location.
•    Includes a solution for Recounts.
•    Can be shared with the public.
•    Includes standard reports, for example: consolidated results, by ward, by voting location, by office.
•    Ability to customize reports according to City’s predefined parameters.
