The Vendor is required to provide a turnkey cloud-hosted software solution to manage four social service programs.
- The solution must provide a centrally managed database with robust functionality for program enrollment, participant qualification tracking, program administration, and comprehensive reporting capabilities.
- The software solution shall be available for immediate implementation.
- The software must support the following social service programs with full functionality as detailed below:
• Housing Rehabilitation
• Down Payment Assistance
• Wind Hazard Mitigation
• Emergency Repair
- Each program module must include:
• Application intake and processing
• Eligibility determination and documentation
• Participant enrollment and case management
• Document management and storage
• Workflow automation
• Including multiple approval levels for applications.
• Compliance tracking and monitoring
• Financial tracking and disbursement management

• User Management: Role-based access control with customizable permission levels
• Application Processing: Online application forms with conditional logic and validation
• Document Management: Secure upload, storage, and retrieval of participant documents

• No data shall automatically be deleted or erased
• The solution must provide native integration with Microsoft Active Directory (AD) for user authentication and authorization.
• The system shall support single sign-on (SSO) capabilities through LDAP, SAML 2.0, or other industry-standard protocols to authenticate users against County's existing AD infrastructure
• System shall have the ability to export payment data in a text file format (csv, json, or xml).
