The Vendor is required to provide the department parking division web-based platform for the private parking lot and garage licensing program set up under code.
- The platform will facilitate online applications and license issuance and also inspection records by city staff on whether the property meets the requirements of the code upon inspection.
- An online platform to intake, review and approve these applications; as well as schedule, input, review, and complete inspections of premises to be licensed which would replace a paper-based application and scheduling processes.
- The platform must be able to be modified by the city or by the vendor to adjust fields and attachments as necessary.
- The platform must have rules that assign the application to specific city designated staff persons for tiered review.
- The platform must have a reviewer screen where the information submitted can be reviewed and affirmed for accuracy and adherence to program requirements.
- The platform must auto-calculate charges based on lot/garage size in square footage and multiplied by a flat rate per foot set by the city.
- The platform must allow the license applicant to select credit card or e-check as an option for the payment upon the application’s submittal.
- It is preferred that the review screen permits communication with the applicant if additional documentation or changes are required.
- It is also preferred that the system allows the applicant to modify their submissions in certain circumstances like revising a document submitted with the application if the document was inaccurate.
- The platform must process payment and assign the license applicant lot or garage to an inspection schedule for one or more inspector employees.
- The platform has an inspection schedule that allows tracking of inspections conducted by one or more inspectors on each licensed lot and on lots found to be operating without a license.
- The platform must allow city staff to easily alter the inspection schedule based off events such as staff unavailability, work stoppages, or other unforeseen disruptions to the existing inspection schedule.
- The city anticipates receiving 100 - 200 applications annually and some users may submit multiple applications so there will be fewer than 100 user accounts (40-50 estimated).
