The Vendor is required to provide the selection, implementation, and support of comprehensive Electronic Medical Records (EMR) system designed to meet the clinical, administrative, and regulatory needs of:
• Acute care hospitals
• Long term care facilities.
- The EMR system must facilitate seamless, secure, and compliant documentation, data sharing, and workflow integration across diverse healthcare environments.
- Enhanced Audit Trail and User Access Tracking
• User activity by facility: Audit logs must identify the hospital or facility where the user is employed or logged in from, rather than aggregating activity across the network.
• VIP patient access tracking: System must allow designation of “VIP” patients (e.g., high-profile individuals) and trigger enhanced audit and alert functions when their records are accessed.
• Break-the-glass access: The system must present a warning when a user attempts to access a discharged patient’s record, and log such access in a separate, monitored audit trail to support compliance.
• Audit trail detail: All access, edits, deletions, and printing of records must be tracked with timestamp, user ID, role, location, and specific action taken. Logs must be immutable and readily reportable.
- AMS Support and Ticket Resolution
• Provide Application Management Services (AMS) for ongoing support and maintenance of the EHR system.
• This includes issue tracking, resolution, and enhancement requests submitted by the State through an agreed-upon ticketing system.
• Maintain a ticketing system accessible by designated State personnel.
• Classify tickets by severity level (e.g., Critical, High, Medium, Low) with defined response and resolution timeframes.
• Provide monthly or quarterly performance reports summarizing open, resolved, and aging tickets.
• Ensure resolution of critical and high-priority issues within [e.g., 1–5 business days], unless mutually agreed otherwise.
• Escalate unresolved or stagnant tickets through defined change control or governance structures.
• The Contractor shall ensure adequate staffing for AMS to meet these response and resolution timelines.
