The Vendor is required to provide on-call (twenty-four hours per day, seven days per week including evenings, weekends, and holidays) supervisory control and data acquisition (SCADA) system repair and maintenance services.
- On-call Services shall be for an hourly fixed rate for on call services during regular business hours Monday through Friday from 7 a.m. to 5 p.m. and a fixed rate for after-hours 5 p.m. to 7 a.m. the following day, weekends and holidays.
- Response time for an emergency call shall be within one hour and on site within two hours and regular (non- emergency) callouts within 24 hours.
- capable of the replace and repair of circuit breakers, control switches, PLCs, software, rewrite software, alarm panels, trouble-shoot SCADA problems, trouble shoot software problems, trouble shoot control panel equipment/wiring problems, trouble-shoot Ethernet networks, trouble-shoot licensed radio networks, trouble-shoot instrumentation, and prepare estimates for projects for the Environmental Engineer and/or a Designee.
- General on-call services include, but are not limited to, the following:
• Development and support of the City’s SCADA software.
• Emergency and non-emergency SCADA support services
• Preventative/corrective maintenance and support on an on-call, as-needed basis
• PLC troubleshooting, diagnosing, repair, and programming
• HMI and SCADA troubleshooting, diagnosing, programming and configuration
• Installation of necessary support software and patches for HMI, PLC, and Software
• Documentation of all PLC programming changes, including comments, symbols, and descriptions saved with the logic file.
• SCADA alarm troubleshooting, diagnosing, repair, and programming
• Control system and control panel design, installation (excluding electrical), and start-up
• Preparation and review of design, programming drawings, and schematic plans
• Uninterruptible Power Supply (UPS) testing, troubleshooting, and test results reporting
• Field equipment calibration
• Control and electrical system troubleshooting and repair including electrical room equipment, variable frequency drives, starters, relays, breakers, motors, heaters, transformers, capacitors, wiring, PLC input and output cards, and control panels
• Communications troubleshooting, repair, and reporting
• Functional and operational training
• Historian reporting and trending
• Emergency critical support services
• Updating and maintaining accurate configuration documentation to be shared with appropriate City personnel.
• Assist with network routing changes.
