The Vendor is required to provide for the provision, installation, and ongoing maintenance of online instrumentation for water quality data collection.
- Solution must include a Software as a Service (SaaS) platform.
- This system will integrate with analytical data to support the effective management of drinking water quality.
- Provide all instruments, software, and services necessary to deliver a complete online monitoring solution with continuous, real-time data output.
- System must include, but is not limited to, the following capabilities:
• Effective and accurate data collection
• Improved response time to water quality events
• Cloud-based storage of all data (not on County systems)
• Easy access to data via web-based services
• Export functionality in XLS or CSV formats
• Use of cellular or comparable technologies for remote data transmission
• Quick installation and deployment
• Instrument preloaded with fully configured data collection applications
• Ongoing hardware and software maintenance and upgrades

• Total Dissolved Solids (TDS)
• Temperature
• Nitrate
• Arsenic
• Free Chlorine
• Manganese
• Orthophosphate
• Langelier Saturation Index

- Equipment Supply
• Proposer shall provide all online instruments and channel terminals/controllers as specified.
• Equipment must be suitable for use in drinking water environments and resistant to harsh chemicals and environmental conditions.
- Installation services
• Proposer is responsible for complete installation, including plumbing, electrical connections, mounting hardware, and system integration.
• Installations may occur in indoor or outdoor environments, including the jones bridge elevated tank and the county pump station.
- Training and Documentation
• Proposer shall provide comprehensive training for Department staff, covering instrument operation, maintenance, and troubleshooting.
• Operational manuals, installation guides, and maintenance protocols must be supplied.
- Maintenance and Support
• Post-installation, the Proposer must provide continued support to protect the County’s investment and address any issues. Minimum support services include:
• Software Maintenance: Updates including bug fixes, enhancements, and new features.
• Support Contact Information: Include roles, responsibilities, problem escalation paths, scheduled downtimes, and contact details (names, emails, and phone numbers).
• Telephone and/or Remote Support: Troubleshooting and user support via phone or remote access tools.
• Onsite Support: Reconfiguration, retraining, or specialized assistance provided in person.
• Warranty: A one-year warranty period following final acceptance. Free maintenance and support must be provided during this time.
• If a SaaS model is used, all of the above services must be included.
