• Global positioning satellite tracking (GPS)
• The proposed equipment must provide passive, active and hybrid GPS surveillance equipment in conventional unit types.
• A thorough description of the monitoring system, the capability of each equipment types and program for replacement of lost, damaged or replacement of units must be included in the proposal.

• The proposed equipment must provide passive, active and hybrid alcohol monitoring services.
• The proposed equipment should include a continuous supervision option.

- All equipment must include:
• GPS devices are expected to be attached to the participant's ankle and adjustable to accommodate the individual wearing the device.
• The proposed devices must be shock resistant, water and moisture proof and function reliably under normal environmental conditions.
• The unit must detect, record, and notify agency staff for the following events: low battery, battery charging, lost GPS coverage, zone violation, curfew violation, communication lost and strap tamper.
• GPS devices shall track, record, and store the location data.
• The current service tracks, records and stores every 1 minute.

• The monitoring system shall be web based allowing agency personnel access for review.
• The monitoring system shall have multiple level of data protection and shall require agency users to provide passwords or other security measures to access data.
• The monitoring system must have the ability to categorize participants (adult probation, juvenile probation, home detention, etc.) and display the information accordingly.
• The monitoring system must have the ability to list all agency participants and then to refine the population by category.
• The monitoring system must have the capability to program and prioritize violations.
• It must have the capability to program notifications for each violation and participant.
• The system must be capable of recording and storing the offenders name and information related to the nature and type of event, alert and violation and alarms generated for the participant, including the date and time of the event.
• The system and database must be able to allow multiple users simultaneous access.
• The system shall be able to produce reports as required by agency.
• Agency will need to be able to report on violations, whereabouts, etc.
• The system shall not delete or alter any data without first notifying and receiving approval from agency.
