The Vendor is required to provide data within the election night results (the "ENR") system will be solely owned by county government.
- Election night results system include:
• The ENR system accepts all users simultaneously viewing election results without throttling or blocking users due to high click volume. ENR software will scale up to handle traffic requirements.
• The ENR system is compatible with ESRI's ArcGIS to provide various interactive displays for constituents.
• The ENR system is capable of storing at least 5 years of historical data from past elections in the same formatting and reporting options as election night.
• The ENR system upload portal provides a user friendly upload, review, and publish process.
• The ENR system upload data is compatible with exports from ES&S Election Management System.
• The ENR link is customizable and can be edited for each individual election.
• The ENR system allows an admin user to preview the page after a data upload and prior to "publishing" of live results.
• The ENR system allows for an alerts/messaging feature that notifies users when results are updated.
• The ENR has functionality for the translation of pages to languages other than English.
• The ENR system upload portal restricts upload to statistical data file without admin user modifications.
• The ENR system conforms to ADA guidance on web accessibility, include user interface.
• The ENR system provides an audit trail that includes (1) user login attempts, (2) IP address,(3) actions performed (i.e. view, modify, exports/import), (4) configuration changes, and (5) changes to access control levels. The audit trail lives inside the application and can be viewed on demand. The audit is viewable as text and includes the user and history of audit with date & timestamp. The audit trail is sufficiently detailed to stand as a record in a court of law. Audit trail log is stored and indexed in a searchable database.
• Constituent user view of the ENR system is readable on all modern mobile devices either by using an app or an intuitive mobile view of the application.
• Constituent user view of the ENR system is customizable with county branding.
• Constituent user view of the ENR system offers a default display of unofficial and official results in the order they appear on the ballot. Partisan races (Federal, State, and County) come first. These are followed by Justice of Peace and Constables. Last to be shown are the non-partisan races (Judges, school districts, city/town races.)
• Constituent user view of the ENR system displays the total number of precincts reported on Election Day.
• Constituent user view of the ENR system displays Election Day results by political subdivisions.
• Constituent user view of the ENR system can sort Election Day results in multiple views, such as bar graph, pie chart, list view, etc.
• All ENR users can customize search results by race, contest type, jurisdiction, etc. The ENR system must be compatible with Microsoft Windows 10 or higher systems and standard USB hardware.
• The ENR system must be provided as a web hosted (cloud based) solution with no required installs or plugins. Users only need an internet connection to access.
• The ENR system must be able to integrate with Active Directory / Single Sign functionality to allow admin users to sign into the application with their Windows issued credentials.

• Can opt-out of specific feature enhancements
• Local admin privileges are not needed for application maintenance, support, or installation.
• Solution supports use of custom URLS (custom domain & certs)
• Passwords can be changed as needed
• Supports Microsoft single sign on
• Role based access permissions are supported
• Supports Microsoft multi-factor authentication
• Account lockout functionality exists
• Has minimum password length and complexity requirements
• Has password expiration functionality
• Has configurable auto logout (such as time-out functionality)
• Software offers a work offline and synch option if applicable
• Fed ramp compliant
• Vendor provides full disclosure of any user data collected
• Pima county retains ownership of all data
• Technical documentation should be readily available
• The solution can integrate with industry standard mapping/GIS/geographic software if applicable
• Software service uptime is 99% outside of scheduled maintenance.
• "Service response time for critical issues is one-hour.
• Service response time for high issues is four-hours.
• Service response for all other issues is same day."
• "Service resolution time for critical issues is four hours.
• Service resolution time for high issues is within 2 business days.
• Resolution for all other issues is within five business days."
• Maintains and executes a multi-channel outage communication plan to include a status page and email notification of planned outages, and real-time notification of non-planned outage/degradation events and estimated resolution time.
