The Vendor is required to provide to equip a portion of its patrol vehicle fleet with mobile video recording devices.
- Provide to modernize, upgrade, and re-engineer a mobile video recording systems to meet the demands of contemporary law enforcement and future technological capabilities.
- The MVR solution for patrol cars, trucks and SUVs must include interior cameras that can be configured to offer 360-degree video coverage around the vehicle’s perimeter. Additionally, the system should also include an interior camera focused on the prisoner/passenger transport areas.
- The 360-degree coverage requirement may be achieved by any combination of cameras, provided that the resolutions ensure the clearest possible depiction of recorded activities, regardless of the number of cameras. Vehicle characteristics must be identifiable, to include tag numbers, markings, damage, etc.
- Interior cameras recording the prisoner/passenger transport areas must be equipped with active infrared (IR) or low-light capabilities to clearly capture the actions of individuals in these areas using only standard nighttime lighting (e.g., dash lights, computer screens, radio lights), without relying on additional external illumination.
- Exterior facing cameras should have the ability to default to standard, unenhanced video. Any enhanced capabilities (such as passive IR, low light, or thermal imaging) must be manually activated.
- The MVR solution must include an Automated License Plate Reader (LPR) system to automatically identify and capture license plate information. The LPR system must provide a read rate of 85% or better, with low-light capabilities.
- The wireless microphone must provide a minimum of eight (8) hours of actual talk time. It must include an in-car or motorcycle charger that can fully recharge the microphone within eight (8) hours.
- The MVR solution must include at least two (2) batteries per system, with a warning provided no less than thirty (30) minutes before the battery is depleted.
- Provide a mechanism to automatically initiate video recording when specified events occur, including but not limited to the activation of warning lights, sirens, pre-configured events or a wireless microphone worn by the Trooper.
- Video Viewing
• Enable Troopers to access and view recorded video immediately after recording and in real-time.
• Allow videos to be viewed concurrently while recording is in progress.
• Provide functionality for Troopers to add markers, footnotes, case numbers, and classification types to video prior to off-loading and after off-loading.
• Support live video streaming (real-time viewing) from remote locations, with user permission restricted to FHP-specified personnel and scenarios.
• Include a notification mechanism to inform the Trooper whenever their video is being live-streamed.
• Offer capabilities to access and view off-loaded video remotely, either using software or web-based solutions.
- Must provide "24/7/365" support for the complete Mobile Video Recording (MVR) solution, ensuring immediate response (within 1 hour) to any hardware or software failures that result in work stoppages.
- Provide a support schedule that defines support "tiers" outlining the response parameters based on the complexity of the issue and the skill level required for resolution.
- The MVR solution must allow integration with Active Directory and/or Azure AD to enable user assignments to FHP-configurable permission groups. These permission groups must, at a minimum, support the following functionalities:
• Viewing the user's own video on the server.
• Viewing other users’ videos on the server.
• Viewing specific classifications of video.
• Copying/exporting video.
• Redacting video.
• Importing videos to storage.
• Reclassifying existing videos on the server.
