The Vendor is required to provide for setting the minimum qualifications for all classified jobs, screening applications, holding valid entrance and promotional testing, setting and administering compensation, administering an employee training program, administering the annual employee performance evaluation programs, and administering the employee disciplinary appeals process.
- Provide a professionally developed, job-related, validated police recruit/lateral officer entrance examination that can be securely administered online, via remote proctoring, at nationwide testing centers, and at the civil service department by civil service staff members.
- Test Development and Validation (Police Recruit/Lateral Officer Exam only)
• Provide a validated, off-the-shelf or customizable police recruit written exam.
• Perform a portability study to document test validity for the specific job of police recruit/officer for the city.
• Ensure the exam is based on a current job analysis and reflects the essential KSAS for entry-level law enforcement.
• Demonstrate compliance with EEO, ADA, and uniform guidelines on employee selection procedures (UGESP).
• Provide validation documentation and technical reports to support exam use in a legally defensible hiring process.
- Online Administration
• Offer a secure online testing platform with proctoring options (live, recorded, aibased, etc.).
• Ensure the platform is accessible (ADA-compliant) and user-friendly for diverse candidate populations.
• Support multiple administration windows and provide flexibility for scheduling.
• Include candidate identity verification and monitoring to prevent cheating or test breaches
- Exam Scoring and Reporting
• Provide automated scoring with immediate or near-immediate results for candidates and administrators.
• Generate detailed reporting and analytics, including:
• Raw and percentile scores
• Pass/fail results
• Item analysis (optional)
• Demographic breakdown (if available and appropriate)
- Security and Data Protection
• Ensure test content security and confidentiality throughout the process.
• Provide documentation of data security protocols, including encryption, data storage, and privacy compliance.
• Include breach response procedures and testing integrity monitoring.
- Technical and Customer Support
• Provide technical support to candidates and Civil Service Dept. staff before and during the exam period.
• Offer customer service to the Civil Service Dept. staff including a dedicated account representative.
• Support system testing and training for client staff as needed.
- Additional Services (Optional/Preferred)
• Availability of preparation materials or candidate study guides.
• Availability of vouchers paid for by the city to subsidize applicant costs for remote testing.
