The Vendor is required to provide mission, assists veterans in the state with filing and managing benefits claims with the department.
- In 2019, the department implemented a claims benefit management and processing solution to manage entire the lifecycle of a veterans’ benefits claim from a veteran’s initial contact with a veteran service officer or claims representative through final claim adjudication, including all related hearings and appeals.
- The ability to record and track all aspects of veteran data, to include but not limited to:
• Personal identification data of the Veteran and dependent(s),
• Current claim(s) status,
• Pending issues,
• Records requests,
• Ancillary benefits,
• Burial information,
• Financial assistance, and
• Payments.
- Electronic submission of claims into veterans benefit management system (VBMS).
- Data recovery and recovery tracking.
• The platform shall have the ability to recover lost data or recover if there is an unrecoverable error at the office/user level on an authorized machine.
• The Contractor must back up data at regular intervals.
- Encrypted email.
- Combined ratings (with bi-lateral factor).
- Form generation.
- Electronic signatures.
- Scanned documents
• Ability for users to upload scanned documents to the solution
• Ability to upload a scanned document directly into VBMS as an attachment.
- Expense report generator.
- Searchable database(s).
- Solution must allow the department to automatically generate standard reports from this data, both aggregated at the state level and articulated to the county level.
- Solution shall be intuitive and easy-to-navigate interface, allowing authorized users to use the system quickly and efficiently.
- Solution must allow the department’s administrators to be designed to scale as the organization grows, accommodating increase in clients and organizations and capability to assign designated sub-administrators at county level to enable local management of authorized users and county veteran / client data sets.
- Solution must allow 24/7 access to organizations through multiple devices and platforms that can be accessed anywhere and at any time.
- Solution must have advanced analytics and reporting capabilities that provide designated administrators and sub-administrators with actionable insights and performance metrics.
- Solution must use industry-standard protocols and APIs to ensure compatibility with a wide range of existing systems and platforms.
