• Fully accessible via both mobile and desktop browsers.
• Platforms that rely solely on the download of a standalone app will not be considered.
• Equipped with advanced search, tagging, and filtering features to allow users to quickly locate relevant events and services.
• Capable of supporting a dedicated URL within lacombe.ca for direct access.
• Configured to allow community partners to submit events and services through a submission process that requires city administrative approval prior to posting.
• Managed and administered directly by the city to ensure listings are accurate, current, and appropriate.
• Compliant with all municipal, provincial, and federal privacy, data security, and accessibility regulations.
- Limitations and constraints
• The project will be launched as an 18-month pilot program
• The selected software’s annual licensing costs must align with the city’s budget of $10,000 per year.
• The city will not consider platforms that rely on third-party apps as the primary user interface.
• The system must be adaptable to the city’s existing it infrastructure and must not create excessive administrative burden or require significant additional resourcing beyond the approved staff capacity.

• Data management and security requirements:
o All data transmissions across external networks must be fully encrypted.
o The platform must comply with data security, confidentiality, and privacy best practices, including minimal user data collection.
o The platform must offer data exchange compatibility with city systems and commonly used applications.
• The ability to have single sign-on would be considered an asset
• If utilizing third-party software or services, the provider must offer a service level agreement (SLA) that includes:
o Defined help desk service levels and response times.
o Provisions for managing records and data storage in compliance with all applicable legislation.
o Commitment to ensuring the city retains complete control over platform administration and user data.
• Following the end of the contract, the city’s data should remain secure and the property of the organization.
