The Vendor is required to provide a comprehensive Human Resources Information System (HRIS).
- Must support Core HR functions including:
• Payroll
• Benefits Management
• Time Entry/Tracking
• Performance Management
• Application Tracking and Hiring/Position Management
o Onboarding
o Separation management
o Organizational Charts
• Reporting/Business Intelligence Dashboards
o Automated IPEDS reporting
o Audits and reports on changes to employee data for verification
o Support Ad Hoc and custom report generation
- Must include data migration and implementation support and customizations. Describe what services you provide to help transition from one HRIS to another.
- The HRIS user interface must be intuitive and easy to learn.
- The pricing proposal must include all costs including implementation, configuration, integration, support, training, storage, and other available add-ons/upgrade options.
- The platform should adopt a mobile-first self-service design approach, ensuring optimization for mobile use and enabling users to engage with the HRIS anytime, anywhere.
- Must have an off-the-shelf analytics engine as part of the standard offer with dashboards and custom report generation options.
- Solution must also meet the following requirements:
• Fully Cloud-based infrastructure, Software-as-a-Service (SaaS) solution hosted on a reliable, secure, and scalable infrastructure.
• High availability and reliability to ensure uninterrupted operations including air-gapped and immutable backups and disaster recovery strategies. Include details on how often data is backed up and how far back data can be restored.
• Data security measures compliant with industry standards and regulatory requirements including but not limited to role base security, encryption at rest and in transit, and MFA protected access.
• Solution must also meet FERPA, GLBA Safeguards Rule, ADA & accessibility compliance, SOC2, and PA State and Federal Requirements.
• Integration capabilities with existing systems and applications including but not limited to two-way integration with Ellucian Colleague SIS/ERP (currently the on premise unidata version of colleague but this could change to Colleague SaaS in the future) system and must offer API integrations to other third-party software.
• SLA with agreed upon response times based upon severity/prioritization of impact.
• Secure Single Sign on (SSO) options with MFA including M365 login integration or Ellucian Ethos.
• Training Services – include details on all training options during and after implementation.
• Must be compliant with the latest legal ADA accessibility and accommodation requirements.
• Maintenance, Service, and Support – include details on all services available during and after implementation.
