The Vendor is required to provide for human capital management (HCM) software to support efforts in recruitment and selection of future employees (applicant tracking system), employee onboarding, performance management and professional development (LMS).
- Applicant Tracking System (ATS):
• A system that allows for individual institution processes and administration while at the same time allows for easily sharing applicant information across institutions within college.
• The ability for hiring managers to initiate requisitions and obtain necessary approvals for filling positions.
• A system that allows for seamless integration or posting to 3rd party job boards and generates an RSS feed as needed.
• Ability to easily generate summary and detail reports on applicants, time to fill, candidate demographic data, etc.
• Ability for candidate to easily upload resumes or link to data in 3rd party applications such as LinkedIn to quickly complete application requirements.
• Ability for institutions to have different application processes for different position types.
• Ability to quickly and efficiently provide status updates or communicate with applicants throughout selection processes.
• Translation tools to support individuals where English is their second language.
• Ability to set different security roles for functionality within the system.
• Not a requirement but of interest is clarification of any available tools for candidate assessments (e.g. Competency/skills assessments, etc.)
- Onboarding:
• A system that allows institutions to provide new employees with access to easily complete required processing and paperwork electronically.
• Ability to upload or create onboarding forms quickly and efficiently.
• Access to a library of common federal and/or state forms used in onboarding employees (e.g. I-9, w4, etc.)
• Ability to create personalized onboarding experiences for new hires with task management and progress tracking.
• Ability to integrate onboarding with HRIS (banner) and/or additional HCM modules (e.g. Performance management, LMS) as applicable.
- Performance Management:
• A system to organize, track, and document employee performance discussions.
• Ability for interactive participation between employees and supervisors in establishing goals, reviewing performance, and sharing feedback.
• Ability to integrate with an LMS for individual development planning is preferred.
- Learning Management System (LMS):
• A system that allows for the creation, delivery and management of employee learning with the ability to deliver online courses as well as register and track attendance in in-person professional development offerings.
• Ability to register and manage learners, assign roles, and control access to different aspects of the tool.
• Storing, organizing, and distributing learning materials in various formats (documents, videos, interactive elements).
• Monitoring learner progress, completion rates, and performance on assessments, and generating reports for analysis.
• Creating and administering quizzes, assignments, and other assessments to evaluate learner knowledge and skills.
• Incorporating game-like elements (badges, points, and leaderboards) to motivate and engage learners.
• Ability to connect with content creation tools.
• Translation tools or access to trainings in multiple languages to support individuals where English is their second language.
• Ability to integrate with other HCM modules to establish learning pathways or assign learning to promote performance improvement or development.
