The vendor is required to provide internet and paper ballot voting solution are intended to apply to the entire voting period (8 consecutive days) and any by-election, which may be held during the 2026 - 2030 term of council and school board trustees.

- The voting systems must be fully integrated for the purposes of the city’s voters’ list management provider (Datafix) to ensure that real-time updates to the voters’ list occur and for calculating final results that include both the ballots cast over the internet, and ballots cast in person at voting locations.
- Requirements
• Internet voting during the entire eight (8) consecutive day voting period, which adjusts for any screen size to ensure that the full ballot is visible and compatible with all operating systems and web browsers on a computer, tablet or other mobile device or at a designated voter assistance center provided by the city.
• Voting equipment, including vote tabulating equipment (optical scan) and ballot design and printing services, hardware, and accessible audio voting and ballot marking equipment, and related support and services for paper ballot voting at in person vote anywhere locations on election day, including any advance voting days if required, as well as tabulation of election results at election headquarters following the close of election day polls.
• Results must be uploaded and available publicly within a reasonable timeframe after the close of polls and integrate with the city’s website and meet all standards and requirements under the accessibility for act.
• An integrated solution, inclusive of service and accessories, including but not limited to voter information packages, unique personal identification number (PIN) creation, consumables, demo ballot, and “how-to” online voting instructional video.
• The city requires an internet voting system that securely and seamlessly integrates with voter view in real-time while maintaining voter privacy and ballot secrecy.
• The system must be capable of instantly and automatically:
o Generating single-use login credentials for each voter added to voter view;
o Allowing the city to deactivate a voter’s existing login credentials and assign them new ones through the voter view interface; and,
o Alerting voter view once the voter has voted online so that they are immediately struck off the voters’ list and their login credentials are deactivated.
