The vendor is required to provide financial reporting software for include:
• The system must be able to transfer general ledger data from the state’s enterprise resource planning ERP (PeopleSoft) as needed and refresh data at the same time for use in compiling the financial statements.
• The system must utilize the GL structure maintained in the state’s ERP for seamless roll-up of funds and accounts to the appropriate combining funds and line items on the financial statements and must allow for manual changes to the GL structure as necessary.
• The system must maintain prior year agency data for use in the current year agency, where applicable, and for record retention purposes.
• Prior year data should also be available to aid in the automation of the agency where applicable.
• The system must support the retention of workpapers associated with the agency for at least seven years and capture reviews and approvals of those workpapers.
• The system must have a tracking mechanism (audit history) in place to ensure any edits or modifications to data are tracked as to user, date, and time; previous versions are maintained; and the current version is being utilized.
• The system must have the ability to drill down to the supporting GL information for each value on the financial statements.
• The system must allow users to make manual adjustments to documents when necessary, including preparing the budgetary schedules.
• The system must provide functionality for rounding numerical data, provide alerts or other notifications if balancing does not occur within and between all financial statements, and automate calculations where possible.
• The system must allow data within the agency to be linked allowing for an immediate update in all relevant locations within the agency if changes or updates are made.
• The system should provide a reliable and efficient method to merge separate financial statements, notes, MD&A, statistical tables into one single publish-ready pdf report.
• The system should have the capability to create graphics and charts and import photos, organization charts, and other documents for inclusion in the agency.
• The system must be able to add page numbering and create the table of contents.
• The system should support multiple concurrent users working within the same document and allowing it to save with no issues.
• The system shall support read-only access for auditors to review data.
• The system shall provide methods to ensure data integrity, including identification of unusual or significant variances between years.
• In person training must be provided to software users, along with job aids and instructional manuals.
• Customer support must be provided for at least one year after implementation.
• Assistance must be provided to our staff for any configuration changes required to meet our needs.
