The vendor is required to provide computer assisted mass appraisal (CAMA) software and implementation services.
- Required system features and functionality:
1. Property data management:
• Core data model: ability to manage a comprehensive range of property data elements, including but not limited to land characteristics (size, zoning, etc.), building characteristics (size, type, condition, etc.), sales history, and appraisal notes within its standard data model.
• Sketching and imaging: native or integrated capabilities for property sketching and linking images to property records.
• Multiple appraisal approaches: support for the cost, sales comparison, and income approaches to valuation within the standard software the available tools and calculations for each approach.
• Property type support: comprehensive support for diverse property types, including residential, commercial, industrial, and exempt properties.
• Search, filtering, and reporting: robust, user-friendly tools for searching, filtering, and generating reports on property data using standard system features.
• Data security and audit trails: built-in security features with role-based access control and comprehensive audit trails for data changes and system activities.
• GIS integration: seamless and well-documented integration with our existing geographic information system (GIS) platform (Esri) through standard connectors or APIs.
• Mobile data collection compatibility: compatibility with mobile devices for field data collection, outlining supported operating systems and synchronization methods.
2. Valuation and appraisal tools:
• Configurable valuation models: ability to configure and apply various valuation models and rules within the standard software, without requiring custom code development.
• Mass appraisal and statistical analysis: standard tools for conducting ratio studies, sales analysis, and other statistical analyses relevant to mass appraisal.
• Neighborhood analysis: standard features for defining and analyzing neighborhoods or market areas.
• Reappraisal cycle management: standard tools to support and manage cyclical and full reappraisal processes.
• Assessment appeals management: standard functionality for tracking and managing assessment appeals.
3. Workflow and process management:
• Configurable workflows: ability to configure and manage appraisal workflows using the standard features of the software.
• Task management: standard tools for assigning and tracking tasks related to appraisal processes.
• Document management integration: compatibility with or built-in features for linking documents to property records.
• Electronic forms and data entry: standard features for creating and managing electronic forms for data entry.
• Audit logging: comprehensive audit trails for all system activities within the standard product.
4. Reporting and analytics:
• Standard reports: a comprehensive library of pre-built standard reports relevant to assessment administration and reporting requirements (e.g., annual reports, land book, sales study reports, property record card, form letters, among others).
• Provide a sample list of standard reports.
• Ad-hoc reporting tools: user-friendly tools for creating custom reports using the standard data fields within the system.
• Data export: standard capabilities for exporting data in common formats (e.g., csv, excel).
• Dashboard and visualization: standard dashboard features or tools for visualizing key assessment data.

• Role-based security: granular role-based security features for managing user access and permissions within the standard product.

• System configuration: standard administrative tools for configuring system settings and parameters.

• Ability to search by parcel id, property address, tax map number.
• Configurable display of key property information, including at minimum: parcel id, address, owner, legal description, tax map number, assessment values, property characteristics, sales history (if applicable).
• Standard ability to print and save property information.
2. Mapping integration:
• Capability to provide a direct link from the displayed property information to the city's existing GIS website.
• The link should dynamically generate a view of the selected property within the GIS website.
• Proposers shall specify the method of linking (e.g., URL parameters, API calls) and the data points required to generate the correct GIS view.
3. Data accessibility and transparency:
• Presentation of data in a clear, user-friendly format.
• Methods for public access to research sales and transfer data.
• Optional: ability to download public assessment data (csv, excel).
4. User interface and experience:
• Modern, intuitive, and accessible website design.
• Compatibility with various devices (desktops, laptops, tablets, smartphones).
