The Vendor is required to provide the ‘environmental compliance e-learning modules design’ project is to deliver on-demand, virtual training via e-learning modules to personnel within the agency and the department that will support a variety of environmental compliance training needs.
- The e-learning modules will be published on the established LMS and administered by the agency Training Manager.
- This process will reduce adverse environmental and safety impacts, support regulatory and reporting compliance requirements, and reduce the risk for financial penalties and operational permit revocations from federal and state regulatory agencies.
- The goals of the on-demand virtual training curriculum are:
• Communicate environmental priorities and requirements to all personnel.
• Ensure compliance with all applicable federal, state, and military laws, executive orders, and regulations as well as internal agency plans.
• Provide environmental guidance and support for all agency missions, operations, projects, and activities.
• Provide training on environmental stewardship, compliance, and impact prevention.
• Ensure training programs significantly reduce or, if feasible, achieve zero enforcement actions or other adverse regulatory actions.
• Develop skillsets necessary to ensure personnel can meet environmental compliance goals when given adequate support, tools and educating them on the process.
• Promote pollution prevention as the preferred strategy for protecting the environment, conserving resources, and enhancing mission readiness; ensure personnel have the necessary skillset to implement necessary actions.
• Improve and enhance customer service and interagency relations (between Guard members and agency) through effective environmental process communications.
- To meet these goals, the project must:
• Meet appropriate environmental compliance training requirements and ensure all applicable environmental regulatory requirements are covered by the training curriculum.
• Explicitly define roles and responsibilities of the learners in each module (i.e. Attendants at armories, supervisors, environmental officers, oil-handling personnel, hazmat coordinators, facilities maintenance division personnel, etc.)
• Provide carefully designed and engaging experiential learning activities and ensure higher levels of learning with measurable learning outcomes.
• Ensure the modules’ format allows for seamless integration into the agency environmental LMS.
• Ensure accessibility and inclusivity through accessibility standards and features that accommodate different learning styles, such as transcripts for audio content and a variety of interaction options reaching a diverse audience.
- Interactive models and gamification of learning content, where applicable.
- Intermediate knowledge checks/calls to action after each topic area; multiple choice questions and assessments to evaluate learner’s comprehension of training subject and progress.
- Relevant graphics to promote learning comprehension, including graphics with interactive functions (e.g., hot-spots and drag and drop activities).
- Use of site specific case studies, examples, pictures and videos, as applicable.
- Illustrations to capture complex concepts in lieu of text that allow the learner to scroll over components to learn more (e.g., technical illustration of aboveground storage tank components with responsive interface).
- Appropriate segmentation of content, i.e., lessons/subtopics within each module
- Ensure titles and subtitles provide context for content and demonstrate correctness.
- Clearly stated learning objectives in the introduction of each new lesson or module.
- Final assessment after the course.
- Consistent visual theme.
- Schedule planning, content creation and review discussions, timeline/deadline upkeep and notifications, collaboration with the agency Training Manager and SMEs, review scheduling, approval/task checklists, scope of work and task hours notifications.
- Create a detailed project schedule for each deliverable/module accessible to the agency Training Manager.
- Organize and plan all aspects of the production of training modules identified in the Project Details.
- Obtain all software, equipment, and licenses required for the design and production of identified modules.
- Hire all staff and talent for the project, coordinate daily operations and call times for the staff involved in the project.
- Must record on professional grade audio equipment (i.e. Advanced Audio Codec (AAC) format, 16-bit at 44.1 kHz or 24-bit at 48 kHz, high-quality microphone, noise cancelling device and/or professional recording booth, and audio editing software.
- Must have access to course authoring software (e.g. Adobe Creative Suite, Adobe Captivate, Articulate 360 or equivalent) and any other software required for storyboarding, graphic design tools, video creation/editing, design of interactive features, and editing of the entire project.
- Must have access to video chat software, such as Microsoft Teams or Zoom, if in-person meetings are not feasible.
- Budget: $80,000.00 to $100,000.00 dollars per contract year.
- Contract Period/Term: 1 year
