The vendor is required to provide comprehensive budget software platform and related services may include, but are not necessarily limited to, the following:
- Platform features and core modules
• Browser based, mobile responsive interface
• Automated GFOA award aligned digital proposed and adopted budget book alongside a public budget explorer featuring filterable charts, maps and downloadable pdf and excel summaries
• Generation of proposed and adopted budget book
• Role based access controls to separate internal workflows from public views
• Operating budget: fund and department and program hierarchies mapped to city chart of accounts
• Personnel budgeting: position level FTE tracking, classification costing, vacancy savings modeling and salary and benefit projections
• Revenue and expenditure projections
• Forecasting: the software should provide predictive analytics to assist in financial forecasting for current and long-term financial needs.
• Scenario analysis: ability to model different budget scenarios based on varying assumptions.
• Performance management: the software must facilitate tracking of performance metrics against budgeted values.
• CIP management: lifecycle costing, funding source tracking, interactive schedule visualizations
• Optional benchmark comparisons with other cities
• Optional automated submission of award.

• Realtime or scheduled transfer to and from central square.
• Two-way excel, word, and Visio integration for bulk data and narrative updates and pictures
• Centralized, auditable repository with version history, changelogs, and user action timestamps
• Preconfigured dashboards (fund level summaries, revenue vs. expenditure, CIP forecasts)
• Ad-hoc, drag and drop query builder with drill down to transaction detail
• Multiyear budget to actual and trend analyses with customizable date ranges
• Configurable approval routing (department→ finance director→ city manager)
• Draft versioning with side by side redlines and archival of superseded documents
• Automated reminders and milestone tracking notifications
• Supports automated account synchronization from central square to budget software upon creation.
