The Vendor is required to provide electronic medical record (EMR) system for include:
- General
• Expected delivery model for the EMR product is a SaaS cloud-based solution.
• The system provides the ability to mask data or enter private notes by selected disciplines.
• The system allows specified users and disciplines to override access restrictions on masked data and private notes, including a reason code and an audit record for overriding the restrictions.
• EMR system meets and maintains the legal and professional documentation requirements for an electronic medical record for long term care and assisted living in state
• Include limitations, exclusions, and additional fees.
• Organization may use screenshots of the application for training, quality improvement, and disclosure and incident investigations.
• All data entered by the organization remains the sole property of organization and cannot be used by the vendor for any purpose other than those previously agreed to in writing.
- Care plans, charting, progress notes, transitions and vital sign tracking
• The system has an auto save feature, which leaves the data incomplete until it is approved and deleted, i.e. interruption during the documentation process.
• The system has a vendor library of clinical assessments, protocols, guidelines, and care plan libraries with the copyright permissions.
- Inter rai suite of tools
• The current “continuing care reporting system” (CCRS) “vendor testing," as set out by institute for health information (CIHI), and the product has been approved to submit and has successfully submitted data to the CCRS repository.
• CCRS is also known as the inter rai LTCF minimum data set (MDS)
• The system provides both vendor and customer configured integration from inter rai MDS 2.0 to the EMR areas and from the inter rai to EMR clinical documentation.
- Document management
• The system includes an integrated scanning solution to manage old charts and incoming paper documents.
• Scanning solution (scanning, image validation, image rotation and sizing, attachment to resident chart, indexing and dating, printing).
• The system stores scanned documents within the EMR or in a document repository.
• The system is capable of storing and retrieving an unlimited number of documents.
• Scanned documents are available from within the resident chart.
• Mage, sound, and other various types of files and data can be saved and stored in the EMR.
- Privacy
• The system restricts the downloading or capturing of confidential information to removable devices.
• Support data center visits as required by the organization to allow us to audit their administrative, physical and technical practices, disaster and backup recovery capabilities.
• The vendor has controls in place to ensure data stays only within in transit and at rest (including storage or backups).
• The system has the ability to apply masking to all data types.
- System development lifecycle
• Provide the system development lifecycle (SDLC) for the following activities (EMR configuration and integration and interface development):
o Development;
o System testing;
o User acceptance testing; and
o Quality assurance testing.
• Provide other environments to support testing, training and data related activities:
o Training (organization will determine number of environments required);
o Performance testing;
o Data migration;
o Data validation testing; and
o Change management
• All environments provided will be for the exclusive use of the organization, pre-implementation and post implementation.
