The Vendor is required to provide an out-of-the-box scheduling and management software as a service (SaaS) solution for on-demand paratransit and micro transit services.
- The solution shall include comprehensive hardware, software, a customer-facing mobile application and web-portal solution and operator in-vehicle technology to optimize the city’s public transit services and provide a responsive, efficient, and flexible and customer focused on-demand service for City transit riders that complements the fixed route service.
- The solution shall be able to book, schedule and prioritize specialized transit trips and will replace the existing specialized transit scheduling software,
- All components of the system must be AODA (WCAG 2.0 level AA) compliant.
- Provide the City with:
• A Comprehensive On-Demand Paratransit and Micro transit Solution;
• An Implementation Plan; and
• Ongoing Maintenance and Support.
- Solution must be a comprehensive, cloud-based software platform specifically designed for both Conventional and Lift+ Specialized demand-responsive transit operations of the City
- Solution must include the delivery, installation, and full configuration of all necessary hardware components, such as driver display tablets, required to operate the demand-responsive transit system.
- This ensures seamless integration with the software and readiness for service deployment.
- Mobile and Browser-based Applications
• A rider-facing mobile application and web-based browser for trip booking, real-time tracking, and customer support; and,
• An operator mobile application, capable of operating on an iOS and Android operating system, which shall provide the following functionalities:
o Information about current and future customers, including their pick-up location, real-time location of vehicles, and mobility limitation requests and requirements;
o A preview of the manifest, including scheduled recovery periods; and
o Driving directions.
- Dispatching and Scheduling System
• Include a real-time dispatching module for efficient trip assignment and route optimization;
• Utilize advanced scheduling algorithms to optimize vehicle utilization and minimize wait times;
• Allow dispatchers to, at their discretion, extend or reduce shift durations, cancel shifts, and re-allocate ride requests as required; and,
• Integrate with existing transit planning and scheduling tools in use by the City.
- Data Management, Reporting & Analytics
• Secure data storage and management capabilities;
• Robust reporting and analytics dashboards for performance monitoring, ridership analysis, and service planning; and
• Data export capabilities for integration with other County systems, such as PowerBI.
- Technical Maintenance and Support
• Public-facing technical phone support or online support portal;
• Ongoing support for the City to address issues or concerns as they arise. Support shall include a designated contact person available 24/7 and at least one or more of the following:
o An online support system;
o A direct hotline; and
o The ability to respond within a defined time frame based on the severity of the issue.
• Remote troubleshooting and diagnostics;
• Regular software and mapping updates, bug fixes, security updates, and performance enhancements. This includes regular software upgrades and enhancements to incorporate new features, improve functionality, and address evolving industry standards; and,
• Proactive system monitoring and maintenance.
