The Vendor is required to provide for an enterprise resource planning (ERP) system assessment.
- Provide to find and utilize an external third-party consulting engagement to assist key stakeholders in facilitating an ERP System Assessment.
- This includes, but is not limited to, examining the business process, data integrity and the current implementation of technology to support the business processes for the Accounting and Financial Management capability.
- Given the synergy between finance, human resources (HR) and the office to support county initiatives and the employees that provide those services, the scope of this assessment has been expanded to include both forecasting and budget management and human capital management capabilities.
- The ERP System Assessment will provide options, gaps, costs, benefits, and risks used to compare the following options. In general, the objectives of this engagement are:
• Conduct an ERP system assessment to evaluate current state technologies, business processes, and data management.
• Identify a strategic path forward utilizing the ERP System assessment.
- The goal of this project is to recommend a path forward for Enterprise Resource Planning to support delivery of County services and activities, incorporate best business practices, enhance business intelligence, and improve efficiency and effectiveness.
- Shared ERP with the following components:
• Finance focused on Accounting and Financial Management components with Business Intelligence
• HR Focused on Human Capital Management components with Business Intelligence
• Office focused on Forecasting and Budget Management components with Business Intelligence
- Proven ability with business process mapping, gap analysis, and technical IT architecture assessments.
- Experience with ERP platforms and industry solutions including, but not limited to CGI Advantage,
PeopleSoft, Cornerstone, SAP, Oracle, and Workday.
- Proven ability to conduct cross-functional stakeholder engagement and change management.
- Track record of actionable recommendations to successful ERP optimizations.
- Ability to provide independent, objective analysis without vendor bias. - Business Process analysis: Identify and map current business processes to pinpoint inefficiencies, redundancies and areas for improvement.
- Facilitate identification of all project stakeholders; formalize a consultant communication plan; develop a project plan including timelines; facilitate project meetings; track all decisions; and track all issues with proposed actions.
