The Vendor is required to provide software solutions and implementation services for an integrated suite of enterprise software systems.
- The project will support the following functional domains:
• Finance, Budgeting & Procurement (ERP)
• Enterprise Asset Management (EAM)
• Human Capital Management (HCM)
• Property Management System (PMS)
• Environmental Health & Safety (EHS)
- The selected solution or suite of solutions will align processes across departments, reduce duplication, increase automation, and provide a consistent user experience, ensuring that technology decisions are driven by process improvement and long-term strategic goals.
- Certain capabilities, such as safety management system (SMS), may be implemented in advance of port to meet compliance deadlines; the selected solution(s) must integrate with these interim systems and strengthen them over time.
- The objective is to free up staff capacity by reducing manual effort and duplication, allowing employees to focus on higher-value work that drives innovation and improved outcomes.
- The focus is on tools that are easy to use, work well together, and can scale to meet the port’s needs well into the future, positioning the port to effectively adopt emerging technologies.
- Enable teams to adapt quickly to operational changes, new requirements, or emerging opportunities.
- Solutions should provide flexible, configurable tools and workflows that support faster, better-informed decision-making, reduce reliance on rigid processes, and promote collaboration.
- Simplify and standardize processes so work is easier to complete and tools are more intuitive to use.
- Ensure change is supported through clear communication, equitable design, and effective training so staff have the skills and resources they need to succeed in the new environment.
- Finance, Budgeting & Procurement (ERP)
• Includes general ledger, accounts payable/receivable, grants and project accounting, travel and expense management, paperless p-card reconciliation, fixed assets, operating and capital budgeting, forecasting, allocations, validation, approvals, publishing, review, sourcing, solicitations, vendor management, requisitions, purchasing, and contract management.
- Enterprise Asset Management (EAM)
• Includes maintenance planning, work orders, inventory management, equipment tracking, lifecycle management, condition assessment, warranty management, and spatial awareness through integration with geospatial services, facilities systems, and/or other tools.
- Human Capital Management (HCM)
• Includes core HR, recruitment, labor relations, benefits administration, payroll, timekeeping, scheduling, compensation, performance management, learning management, onboarding, employee file maintenance, and safety.
- Property Management System (PMS)
• Includes billing, common area maintenance (CAM) billing, operating cost billing, contract administration, space management, document management, and revenue forecasting.
- Environmental Health & Safety (EHS) and Safety Management System (SMS)
• Environmental Health & Safety (EHS) is a cross-functional requirement area spanning multiple domains including:
• EAM: Incident and corrective action tracking, inspections, regulatory compliance scheduling, hazard management, GIS
• HCM: Safety training, certifications, and compliance documentation.
• ERP: Cost tracking, procurement, and grant reporting for safety-related initiatives.
