Ballot Tabulation Solution

The vendor is required to provide ballot tabulation solution which includes equipment, maintenance, training, and supporting software updates to create, scan, and tabulate ballots accurately and efficiently for the administration of elections in county.
•    Process voted ballots prior to election day, suppressing election results until 8:00 p.m. on election day. 
•    Import election definition data from the centralized system and any future centralized state system. 
•    Export ballot artwork for printing by 3rd party service providers or using county systems such as a photocopier or ballot on demand system. 
•    Capable to design, produce, and tabulate ballots that contain a rank choice voting contest(s). 
•    Extract election results and format them for publishing on the county’s website. 
•    Extract election results and format them for publishing on the secretary of state’s election night reporting website. 
•    Guarantee the security and integrity of election data. 
•    Enable the county to create and design ballots inhouse. 
•    Provide auditing capabilities and transparency. 
•    On-screen adjudication of contests
- The system must, by design, be isolated from the county’s IT environment and not have any wireless capabilities such as wi-fi and Bluetooth, and we expect the vendor to be responsible for supporting both hardware and software components of the system on an ongoing basis. 
- We do not have specific technical requirements other than any technical requirements required for certification by the state and certification by country elections assistance commission for compliance with the voluntary voting system guidelines. 
- The county prefers a system that is designed, from both a software and hardware standpoint, to be flexible enough to:
•    Accommodate future changes in functional requirements
•    Leverage of new technologies 
•    Enable the vendor to deliver software patches and upgrades in a timely manner.
