The vendor is required to provide sovereign cloud solution for the purpose of serving agency and its members.
- Sovereign cloud VMware solution provider, obtain high level financial estimates, and provide industry with an opportunity to comment on their ability to support agency objectives:
• Identify a cloud solution that is fully data sovereign, ensuring that all data remains within country jurisdiction and is not subject to foreign government access laws that conflict with country privacy regulations.
• The service must meet regulatory compliance standards, including federally approved accreditations such as iso, PCI, soc, and CSP certifications, and support public sector security requirements, including federal government secret-level clearance.
• Ensure the VMware hosting services are directly connected to the agency advanced network and can be addressed using agency IP addresses.
• Enable a seamless transition for members from the current service to the new service, maintaining equivalent or enhanced functionality with minimal disruption and no retraining required.
• This will ensure service continuity, preserve institutional knowledge, and reduce operational risk during the migration.
• Provide long-term cost stability through clear and predictable pricing, with no ingress or egress fees which aligns to member demand for a secure, cost-effective, and data sovereign locally hosted cloud infrastructure that would meet the compliance and privacy requirements of members - notably the freedom of information and protection of privacy act (FIPPA).
