Citywide Location Analytics and Intelligence Services

The Vendor is required to provide a cloud-based location analytics and intelligence platform. 
- This platform will support the City in analyzing foot traffic, behavioral trends, and socioeconomic data to better understand and assess the impact of events and tourism, identify economic development opportunities, monitor facility usage, and inform planning and zoning efforts.
- This platform will enhance the City’s ability to measure and evaluate foot traffic, behavioral patterns, and socioeconomic indicators across multiple areas of interest.
- Applications include but are not limited to:
•    Assessing the impacts of city-sponsored events and tourism.
•    Identifying economic development opportunities.
•    Measuring utilization of city facilities.
•    Supporting planning and zoning initiatives.
- Solution must include
•    Delivery of new foot traffic data in a timely manner, ideally near real-time, and fully integrated into analytics and reporting within seventy-two (72) hours of capture.
•    Access to historical foot traffic data for at least the previous three (3) years, updated on a rolling basis.
•    Tools for collecting foot traffic data within custom-defined areas (e.g., by drawing polygons around redevelopment districts).
•    Ability to define, group, and report on custom areas or points of interest (e.g., all City parks).
•    Comparative analysis of foot traffic and behavioral data between defined areas or points of interest.
•    Reporting on “customer journeys/paths,” showing where traffic originates prior to a point of interest and where it flows after.
•    Trend and utilization analysis, including peak activity, seasonal patterns, and event impacts, with the ability to compare results to prior years or baseline timeframes.
•    Integration of demographic and socioeconomic datasets to provide deeper insight into residents, visitors, and customers.
•    Market trend and utilization reporting to support workforce development and business attraction strategies.
•    Dashboard creation, visualization tools, and the ability to save, schedule, and export reports with predefined parameters.
- The platform must also meet the following IT and technical requirements:
•    Delivery of statistically significant insights into behavior, demographics, and socioeconomic factors, with full transparency regarding sample/panel sizes used in analyses.
•    Complete anonymization of all foot traffic/user ship data prior to delivery to the City.
•    A fully cloud-based solution requiring no endpoint software, add-ons, or browser extensions.
•    Availability of an administrative portal to manage user accounts and apply role-based access controls.
